A weapons permit applies to documents of limited duration. This document is issued to the owner for five years. A statement on the extension of a permit for the possession, storage, carrying and use of any type of weapon will need to be addressed to the Department of Licensing and Permitting Work of the Ministry of Internal Affairs (the previous name is āLicensing and Permitting Divisionā).
Procedure for renewing a permit
Regardless of the type of weapon the applicant possesses, the procedure for the extension of permits is as follows:
ā¢ The owner as soon as possible contacts the FRA to write an application for extension of the permit.
ā¢ After filing the application, the storage conditions of weapons and ammunition are checked: this is done by the district police officer who conducts an appropriate examination at the applicantās place of residence. Based on the results, a report is compiled and issued into the hands of the owner of the weapon (inspection report).
ā¢ A citizen must provide weapons to the police department at the appointed time to check serviceability.
ā¢ The applicant collects and submits to the FRA the necessary documents for the extension of a weapons permit.
Terms for submitting an application and a package of documents
Documents for extending a weapons permit must be submitted no later than one month before the license expiration date. This is due to the fact that consideration and decision-making by FRA specialists will be carried out within a thirty-day period. However, experienced weapon owners who have already passed the license renewal procedure are advised to take care of submitting documents to the FRA in advance, at least 2-3 months before the current license expires. The deadline for applying for an extension of a permit for smoothbore weapons is three months before the expiration of the valid permitting documents. The same applies to rifle permits.
How to fill out an application through the public services portal
Today, owners of any weapon have the opportunity to submit an application and documents to renew their weapons permit, as well as make an appointment with the local FRA through the Internet by filling out the appropriate section on the Unified Portal of Public Services. You can do this as follows:
ā¢ Register on the public services portal. To do this, you need to enter in the registration section information about the passport, SNILS, indicate the mobile phone number and email. In addition, you will need to get a code to activate your account (issued at a service center or sent by letter).
Important! It is possible to confirm the account with the help of electronic signature (electronic signature). But, if the owner of the weapon does not have such a signature, then in the future, when filling out the application, it is necessary to uncheck the box in the line āThis service supports ESā.

ā¢ Fill in the required fields with the personal data of the applicant, information about the weapon for which you need to renew the permit and, if available, add information about other weapons available to the applicant.

ā¢ Make an appointment with one of the FRAs (a list of the nearest departments for permitting work, a free date and time will also be offered to be selected on the website).

This method of submitting an application and a package of documents is not only convenient, but, as practice shows, much faster. Often, FRA specialists themselves recommend pre-filing an application through public services.
Important! On the public services portal, you can not only submit an application and a package of documents, but also pay the state fee for the extension of a weapons permit.
Medical examination: what changes come into force from 2017?
To undergo a medical examination confirming the absence of contraindications to possession and, most importantly, the use of any type of weapon, is a prerequisite for the extension of permits. What changes that came into force in 2017 should you pay attention to?
Starting January 1, 2017, new certificate forms were put into effect (forms 002 and 003), and the owner of a weapon is only required to issue a medical certificate on new forms.
In addition, the validity of the medical examination is 12 months. Therefore, medical documents issued before January 1, 2017 for renewing a weapons permit in 2016 (certificate in form 046) are valid in 2017.
Is training and examination required for renewal?
With timely application for an extension of the permit, before the expiration of the valid license, the owner of the weapon will not need to re-take a training course in the rules for handling weapons. Accordingly, it is not required to attach a document confirming that the citizen is undergoing appropriate training, as when obtaining permission (Decision of the Supreme Court of the Russian Federation No. AKPI 12-1427 of December 6, 2012). The owner of the weapon, who has applied for the extension of the permit, will be sent by the FRA specialist to test knowledge without undergoing additional training.
However, if you apply for the extension of permits after the expiration of the license (permit), the training course on the rules for safe handling of weapons will need to be re-run, as for the initial permission.
Traumatic weapon

Documents that contain the above list are required to extend the permit for any available weapon. If the application is submitted for an extension of the permit for a hunting rifle, it will be necessary to additionally provide specialized documents confirming the applicantās right to store and use weapons for hunting. Smoothbore Hunting Gun
Permits to legally store and use smooth-bore weapons for hunting (, ) are also required to be extended after a five-year period. What documents do I need to submit to the FRA to extend the permit for hunting weapons?

Rifle
As for hunting rifles, the list of documents for extending a permit for a weapon of this type is the same as for extending a permit for a smoothbore hunting rifle:

Due to the fact that the right to acquire and use weapons with a rifled barrel is exclusively reserved for persons engaged in labor activities related to hunting, the extension of a license for rifled weapons will require the applicant to additionally submit a document confirming the right of the owner of this weapon to engage in professional activities, either otherwise related to hunting. Such a document will be the order of the employer - the head of a hunting farm or other organization carrying out activities related to hunting.

What are the consequences if the application and documents for the extension of the weapons permit were not submitted to the FRA in due time? It should be remembered that after the expiration of the permit, the presence of weapons and any actions with them become illegal. Responsibility for the violator, regardless of the reasons why he did not apply for an extension of permission, will come in accordance with the norms of the Administrative Code of the Russian Federation:
ā¢ The owner of the weapon may be fined in the amount of 1,000 to 5,000 rubles.
ā¢ The existing āundocumented weaponā will be seized by the police. The return of weapons in this situation will be possible only after the extension of the permit.
Do not forget about the criminal liability that threatens for illegal storage, as well as for transportation, marketing and other actions with firearms. Article 222 of the Criminal Code provides for punishment for such offenses from correctional labor to imprisonment. Such dire consequences can be avoided by voluntarily surrendering āweapons without permissionā to the police department.
In what cases is the license not renewed?
The legislation provides for cases when the owners of weapons may be denied the extension of the "weapons" license, even if he timely and correctly submitted the application and documents to extend the permit for weapons:
ā¢ An application and a package of documents were filed late, when less than thirty days were left before the expiration of the permit.
ā¢ The weapon for which the license is obtained is in malfunction.
ā¢ The applicant does not currently have a permanent place of residence.
ā¢ During the one year prior to filing the application, the owner of the weapon was repeatedly subjected to administrative liability for public offenses or related to illegal drug trafficking, but only on condition that the sentence did not expire.
ā¢ If during the validity period of the permit the owner committed a particularly grave (grave) crime using any weapon.
ā¢ The owner of the weapon is serving a sentence or has an outstanding conviction.
ā¢ Medical contraindications to the use and possession of weapons have been identified.
ā¢ Violations of any storage rules for ammunition and (or) weapons have been detected.
