In order to improve domestic standards and bring them to the standards of other countries, Russia is adopting new projects that regulate and guarantee the quality and safety of products. We are talking about technical regulations.
Since 2010, when the Customs Union was formed, it was decided to gradually move away from national standards and move towards the adoption of union documents. So the certificate of TR TS began to operate. Let's consider it in more detail.
Technical regulations
The technical regulation (in short - TR) is a regulatory act in force in Russia. It establishes the requirements that apply to buildings and structures, the processes of production and storage, disposal, maintenance and transportation. A document that confirms the conformity of products with all the established requirements for TR is the certificate of TR TS.
Prior to the advent of technical regulations in Russia, the GOST R system mainly operated. The corresponding certificates were mandatory and issued according to this model.
Certificate of Conformity Today
However, they were replaced by technical regulations - more advanced and harmonized acts with international standards. Thus, the TS TS certificate is an authorization document confirming the conformity of products with all the necessary requirements according to technical regulations. This applies to specific types of goods, in relation to which TP is adopted. The main law governing this activity is the Federal Law "On Technical Regulation".
The TR system involves a specific list of products that are subject to the mandatory certification procedure. If the product is subject to the Technical Regulations, then in the list it is marked as TP.
What are certificates for?
Consider the main groups of goods, for which a certificate of TR TS is required. These include the following categories:
- Gas fired equipment.
- Low voltage.
- Technical devices for operation in explosive atmospheres.
- Buildings, structures and structures.
- Lifts
- Pyrotechnic products.
- Tobacco Products.
- Personal protective equipment.
- Food, juices, milk and more.
As practice shows, to obtain a certificate of technical regulation means to show a high level of quality and safety of their products to consumers.
Issue
The document has the right to receive the seller or manufacturer. And the certification body or the corresponding center is engaged in the design. They issue documents based on tests passed in special laboratories equipped with all the equipment where specialists of the required qualifications work. Both one and other organizations must receive state accreditation. And in order to issue documents for the Customs Union, they must be entered in the register of certification bodies of the Customs Union.
General documents for obtaining a certificate
First, the applicant submits a standard application to the certification body. The list of documents required for the procedure may be different, depending on the product, as well as the selected scheme. Typically, certification requires:
- technical documentation for the goods;
- technical conditions or other documents according to which the products are manufactured;
- details of the manufacturer;
- copies of all his testimonies;
- documents (if necessary, then certificates) for components, components, spare parts, raw materials and more;
- after carrying out the appropriate procedures - test reports, measurements and studies.
Issuing TR TS certificates
To obtain a certificate of conformity with the technical regulations of the Customs Union, the following actions are carried out:
- An application is submitted from the manufacturer or seller of the product.
- The entire requested package of documents is prepared and delivered.
- The application is considered by the certification body.
- For testing and research, special samples are handed over to special laboratories.
- In some cases, the production process is analyzed.
- Based on the test results, a protocol is drawn up. This document is fundamental in deciding whether to provide a certificate.
- The issue of issuing a document is being resolved.
- Product labeling is being carried out. The applicant implements this step independently.

What is reflected in the document?
During certification, different schemes can be used, depending on the type of product and other conditions. For example, a document may be issued for a manufacturer or an import company. Also, it is issued for single goods, parties or mass production in a single copy. This means that the original will be kept by the manufacturer, but numerous copies will be made from it. Usually a copy for the customs authorities is certified by a notary. When a document is drawn up for the importer, the details of this organization, as well as the manufacturer, are indicated. In this case, the applicant has the right to independently make copies and certify them with a notary.
The certificate, among other things, should contain information about the research and testing. The protocols are indicated here. And they make copies of them to the document, which are an integral part.
If it is supposed to include too much information in the certificate, then it makes a footnote on the application, which fully describes the necessary data. The application is also an integral part of the document. Look at the certificate: the photo illustrates its descriptive part.
After the verification phase is completed, the applicant receives a document.
The form of the current document is somewhat different from that which was adopted in the GOST system. The TS TS certificate of conformity is made on a form with several degrees of protection. It reflects the following information:
- details and company name of the manufacturer;
- details and name of the certification body;
- name and description of the product;
- unique registration number;
- protocol number;
- validity period of the document;
- TNVED code;
- date of issue.
Other information may also be provided.
Documents for domestic and foreign manufacturers
Consider the documents required for certificates to a domestic manufacturer:
- details of the manufacturer;
- request;
- product description;
- copies of manufacturer's certificates;
- all technical and other documentation, according to the requirements for the type of product.
But such a package of documents should be prepared by the applicant who wants to receive a certificate of compliance with the technical regulations of the Customs Union for foreign products:
- statement;
- details of the applicant;
- name and description of the technical characteristics and properties of the product;
- copies of the applicant’s certificates;
- copies of contracts.
Unlike a document valid only in Russia, this certificate can be issued for up to 5 years. But in this case, it is planned to carry out inspection control every year in order to check the products for compliance with the requirements under which the document was issued initially. If the characteristics of the goods turn out to be worse, then the certificate may be suspended or even terminated.
