Benefits for pensioners for overhaul
Not so long ago, in our country, fees began with residents of apartment buildings for major repairs. The implementation period of this program is 30 years, which is a lot. Many retirees can no longer wait for such a grand transformation of the house, so the State Duma deputies decided to abolish their overhaul fees. All pensioners who can count on privileges regarding overhaul by the state are divided into two categories.
1. Married couples or single pensioners whose age has exceeded 70 years. The following requirements are mandatory for them:
- housing should be owned;
- a pensioner should not be officially employed;
- a citizen should not have debts for paying a communal apartment.
If all the requirements are met, then this category of citizens provides for a discount on capital repair contributions of 50%.
2. Couples or single pensioners over 80 years old. There are also requirements for such people:
- lack of an official place of work;
- housing should not be rented;
- a pensioner should not have debts on cash assets.
If all the requirements are met, the citizen will be canceled the overhaul fee. The benefit for pensioners over 80 is provided in the form of a refund of the amount paid. That is, a person pays for major repairs on an equal basis with everyone, but after that the money is returned to his account.
How to get a discount?
If a person falls into the selected categories, then in order to receive privileges he needs to apply. There are three ways you can use to get a discount on a major repair fee. Retirement benefits can be obtained through:
- social protection;
- Multifunctional Center;
- portal "Public services".
It is worth noting that before this, the pensioner must pay off his debts for KU and indicate the account where funds will be returned monthly.
What does the necessary package of documents for receiving a discount consist of? It:
- Statement.
- A certificate confirming the absence of debts for a communal apartment.
- Passport of a pensioner.
- Documents confirming the right to receive appropriate benefits.
- Copy of certificate of ownership of housing.
Drafting a statement
First, you must correctly write an application for a discount on the overhaul fee. Benefit for pensioners 80 years and 70 years without this document is not provided. A citizen can write it on his own or seek help from a social service.
It is mandatory to write in it:
- personal data (full name);
- personal account number where you can transfer money;
- what privileged category does a pensioner belong to;
- Date
- signature.
It is worth noting that the regional authorities can independently change the size of the contribution to the overhaul, however, its size per 1 sq. M in different areas does not differ much. The state has established a minimum of 6 rubles per 1 sq.m.

What threatens an unauthorized refusal to pay?
Many senior citizens hoped that the authorities would completely cancel the overhaul fee, and that benefits would be provided to pensioners without additional documents. However, for several years the situation remained unchanged.
So, lawyers warn that if a pensioner still wants to get his discount on payment for overhaul, he must pay this line on the receipt.
If an elderly citizen arbitrarily decides to refuse to pay for a major overhaul and does not apply for the privilege put to him, then the right to receive such a privilege is lost. Moreover, the contribution to the capital improvement of housing is the same fee as for electricity or heating, interest will be charged on debt over time.
If this does not help to reason the pensioner, the regional operator has the right to sue the citizen, and the court, in turn, will make a decision on collecting debt from the pensioner. In addition, if the court takes the side of the regional operator, the pensioner will also have to pay all the costs that the plaintiff incurs due to the proceedings.
