The pension of old people in Russia is formed from the moment a young man enters work. By paying pension contributions, we thereby form a pension fund. And how we will live in old age depends on how we work in youth.
Every working person is required to have a pension certificate, which gives the right to receive a pension in the future. He can get it in two ways: with the help of the employer or on his own.
Those who start work for the first time can receive a pension certificate through their employer. Getting started, according to the novice employee, a questionnaire is filled out, which is subsequently transferred to the Pension Fund. He, in turn, opens an account with a permanent insurance number for the employee and fills out a pension insurance certificate. From this moment, each employee is registered in person, which reflects information about the payment of insurance premiums, work experience, etc.
If the employee has some work experience, then upon entry to work, he is obliged, according to the Law of the Russian Federation βOn Individual (Personified) Accounting in the Compulsory Pension Insurance Systemβ, to present his pension certificate to the employer. If such a certificate is missing and has never been issued before, then its execution becomes the responsibility of the employer. If it was previously issued, but lost or damaged, then the restoration of this important document lies entirely with the employee.
Every citizen of the Russian Federation needs to know that the number of the pension certificate is assigned individually, and even if a duplicate is received, it does not change.
What needs to be done so that the pension certificate is in your pocket?
Step 1. If you are the most ordinary employee and are officially employed for the first time, then, in fact, you really do not need to do anything. It is only necessary to fill out a special form, which, incidentally, must be given to you by the employer, and wait for the document to be received.
Step 2. If you are an employer, you must receive a retirement certificate for your employee. This implies that within two weeks from the time of the conclusion of the contract with the employee, you must give him a special form provided to you as an insurer. The questionnaire must be completed with full responsibility and personally certified by the employee. If, for some reason, the employee cannot certify his questionnaire even after a month, then the employer can assure it, indicating the reason why the employee himself could not do it.
Step 3. The employer must provide the Pension Fund with a special document inventory form.
Step 4. With the questionnaire of the employee and a special list of documents, the employer applies to the Pension Fund. There he is assigned a date when the results of the consideration of documents will be ready. According to the procedure for performing administrative procedures, the period for consideration of documents should be no more than 3 weeks. Officials working in the Pension Fund have the right to clarify the necessary data. Cases of refusal to receive this document are possible if a pension certificate has already been issued. This document and the accompanying statement must be issued to the employee within a week, as evidenced by the signature of the employee in the accompanying statement.
To obtain a pension insurance certificate on their own , a person must contact the Pension Fund at the place of registration and fill out a questionnaire. You must have a passport or other identification card with you. Two weeks later, you can get a certificate on hand.
But how to restore the pension certificate that was previously issued?
According to federal law, a person who has lost this document may receive a duplicate in the bodies of the Pension Fund. To do this, he needs to apply for a duplicate within one month.
A duplicate of the certificate is issued if:
1. You are a working person.
2. You are simply an individual and on your own initiative, pay contributions to the local branch of the Pension Fund.
3. You, according to a civil law or employment contract, do not work, are not registered as an insured.
The decision to issue a duplicate of the certificate is taken after submitting the application within a month.
