What is a draft board and what role does it play?
The military registration and enlistment office is an institution that carries out a set of measures to draft young people into the army. In a peaceful period of time, military registration and enlistment offices monitor all draftees and military personnel who are in the reserve, engage in conscription, organize medical examinations and draw approximate conclusions about the physical and psychological condition of the draftee. During the war, all military commissariats work in heavy duty. They carry out mobilization in a short time, form military units and distribute all those liable for military service in specialties, call up and carry out a commission of servicemen who are in the reserve.
How is military service drafted?
The military commissariats of the districts are conducting a draft of young people in the army. A young man who has reached the age of a conscript must appear at the military registration and enlistment office and be registered. He must undergo a medical examination, and then go to the army at a clearly prescribed time and place.
Before joining the army, a young man must be registered with the draft board. The draft is carried out by the draft committee, it is completed in each city.
Who is drafted into the army?
The following categories of people can be called up for military service:
- Citizens who have reached the age of the conscript (go to the army voluntarily).
- Foreign citizens who have military posts and agree to serve the state on a contract basis.
Young people who are 18 to 27 years old, who are registered with the military enlistment office or are not yet recruited are called up for service. The work schedule of the military registration and enlistment office is established by law in accordance with the general schedule taking into account weekends and holidays, but conscription can only be carried out twice a year, in spring and autumn. The President of the state issues an order with clearly specified dates for the beginning and end of the draft. As a rule, the spring draft begins in the month of April and lasts through July, and the autumn period of the draft begins in October and ends in December.
Exceptions may be made for certain regions of the state, and the regime of the military registration and enlistment office will be changed. For example, in Russia, citizens of the Far North are called up later, and this also applies to citizens who are involved in agricultural work for sowing and harvesting.

Every man of military age should receive a summons to the draft board. The fees are carried out in order to pass the examination and receive a verdict of their readiness from the commission of the military registration and enlistment office. As soon as the young man receives the summons, he urgently needs to come to the military registration and enlistment office (maximum term - 3 days), after which responsibility comes.
What is a commission in the military enlistment office?
A military registration and enlistment office is an institution in which all conscripts undergo a medical examination. Absolutely all conscripts should undergo such a medical examination, except for those who have the right not to serve in the army. A specially created commission makes a decision in relation to a young man of military age and determines his readiness for military service. The commission gives an opinion on the following categories:
- Category A means that the young man is fully fit for military service.
- Category B indicates that the conscript is fit for service, but there are slight limitations.
- Category B admits a conscript to the service, but limits the range of activities.
- Category D indicates that the conscript is temporarily unable to begin military service.
- When category D is established , this means that the conscript cannot serve in the army for health reasons or because he will already have minor children at the time of a suitable draft age.
If the commission in the military registration and enlistment office cannot give a full conclusion, then the conscript is sent for examination to a medical institution, after which he again comes to the military enlistment office with all certificates and extracts from the clinic for re-examination.
How is the appeal committee deciding?
The draft committee assumes all obligations and responsibility for the worthy organization of a medical research and the adoption of the following decisions in relation to the draftee:
- A decision is made on conscription.
- The issue of alternative service is being considered.
- Deferral from service may be given.
- The draftee may be exempted from the draft.
- A decision is made to be credited to the stock.
The commission personally monitors all decisions taken. It consists of several members who make all decisions collectively, through voting. The commission keeps a protocol for each draftee, after which he is issued an account card. A draftee passing a commission receives a summons indicating the time and place for his distribution to military service.
How the military commissariat distributes conscripts to the army
The draft board is still a distribution body. All conclusions about the duty station are issued by the commission, which, according to the majority of votes, taking into account a medical examination, psychological selection, education and special training, makes a decision on the appointment of a draftee. Each state takes into account its needs for the availability of military specialists in reserve, if it is necessary to equip troops during the mobilization period.
In order to prepare specialists, the military registration and enlistment office must ensure the organized sending of citizens of military age to military service. For this, echelons are formed, which are transferred to the disposal of military units. In turn, the state should make sure that a room with a territory equipped with everything necessary for special training is allocated.
Getting to the collection point, the future military receives clothing and free food. From the collection point there is a redistribution of draftees into the military units of the state. Even before the citizen leaves for military service, the military commissar assigns him the rank of private. In this case, a record is made on the military card and on a special card where the records are kept. As soon as the draftee enters the military unit, he begins to serve in the army. It continues as long as specified by law, after which the service can also continue, but already under a contract.
