What does RVP look like? This is a special stamp that is affixed to the alien’s civil passport.

About restrictions

Validity

The maximum period for which a standard permit is issued is 3 years. After that, you must either apply for citizenship / residence permit, or leave the territory of the Russian Federation. Extension of RWP is not provided by law.
Quotas
Another feature by which documents are collected in advance at the SAR is the issuance of permits within the limits of quotas allocated to a particular region. Once their limit is exhausted, the foreigner will not be able to obtain a temporary residence permit. We'll have to wait for next year.
Typically, quotas are allocated based on the size of the region. So, for example, in Moscow, 8,000 temporary residence permits were issued. In total, in 2017 it is planned to provide about 110,880 RPPs. And nothing more. Accordingly, the sooner a citizen is ready, the better.
Procedure
What documents on RVP will be required in this or that case? First, a few words on how to properly apply for the appropriate stamp. Usually the procedure does not cause any difficulties.
The procedure for applying for a temporary residence permit will be as follows:
- Prepare documents for RVP. Their complete list is presented below.
- Apply to the migration department of a particular region of the Russian Federation. A prepared package of papers is attached to it.
- Wait for an answer. If there is approval from the Federal Migration Service, you can register at the place of residence and get involved in applying for a multiple visa.

- Report annually to the migration services about where the foreigner lives.

Documents for adults
Much depends on who will receive a temporary residence permit. The current legislation allows for both adult and child RVP. Depending on this, the list of documents for the implementation of the task changes.
So, in order to apply for RVP, an adult foreigner must bring:
- request statement;
- photos (2 pieces);
- passports - national and foreign;
- medical certificate (about the absence of HIV and infections, as well as drug and alcohol addiction);
- certificate of no criminal record (for persons who have arrived to Russia on a visa);
- certificate indicating knowledge of the Russian language (usually it can be obtained by passing an exam at the FMS or at the representative office of the Russian Federation);
- migration card (filled in when crossing the border of the Russian Federation);
- check with paid duty (1,600 rubles).
It is because of the need to confirm knowledge of the Russian language that you will have to think in advance about preparing a package of papers for RVP. Otherwise, the applicant may be refused.
For children
What documents does a child need for RVP? Their list will be slightly different from previously submitted papers.
Foreign minor citizens receive a temporary residence permit after their parents provide:
- statement in multiple copies;
- Photo;
- migration card;
- birth certificate;
- certificate of citizenship;
- national passport (if any);
- consent to temporary residence from the child himself (if he is already 14 years old);
- payment with a paid duty;
- medical certificate.
The size of the fee in this case does not change. RVP for children and adults costs the same - 1,600 rubles in 2017.
Getting married
Nevertheless, if the allocated quotas are exhausted, you can go another way. Namely, to obtain a temporary residence permit in the Russian Federation due to marriage. The main thing is that the union should not be fictitious.
RWP presents the necessary documents in this case with the following list:
- written request (2 copies);
- Photo;
- marriage certificate in Russia;
- certificate of residence of the applicant;
- passports of spouses;
- payment, in which the fact of payment of the duty is indicated.
In some cases, citizens may be required to prove that the marriage is not fictitious. But in practice, such requirements are extremely rare. So, they should not be afraid.
About paper requirements
It is clear what documents are needed for RVP in this or that case. And what are the requirements for the listed securities?
The application is filled in personally by the applicant or his legal representative. It must be executed in 2 copies. The answers given by the citizen should be as accurate and detailed as possible. The data in the application are valid.
A foreign passport, ideally with a foreigner at the time of issuing the RVP, should be valid for about 3 years. This is extremely important for those who plan to obtain a residence permit or citizenship of the Russian Federation. All personal data in the documents must be the same.
A certificate of absence of HIV can be brought in a month after submitting a request for RVP. The main medical board will have to go in advance. You will have to find out more accurate information about it in the FMS. Medical examinations are paid. For adults, they will cost 2,900 rubles, for children - 2,500.
Documents for obtaining RVP include passing the exam in the Russian language. This procedure is also not free. It will cost about 5,300 rubles. If you fail, they will not return the money, you will have to pay again.
Standard requirements are put forward for photographs. In order to prevent any mistakes, the foreigner must say in the photo salon that he needs photos for RVP. Pictures will be made in accordance with existing requirements.
