The Regulation on bonus payments and material incentives for employees is a local regulatory document of the organization. It is necessary to establish the order, as well as the basic conditions of remuneration of its employees. Such a document is not required. However, there is a provision on material incentives for workers in any budget organization.
Document Importance
It regulates the features of material incentives for teachers (educators), makes the bonus system transparent and understandable. The provision on material incentives for employees includes the main types of work for which a teacher or other employee can expect a certain remuneration. According to Art. 135 of the Labor Code of the Russian Federation, the system of remuneration, the amount of bonuses, rates, other incentive payments, the ratio of their sizes between employees of the organization is determined independently.
What to look for
The most logical will be the arrangement of all conditions and rules of remuneration in one document, and not the listing of individual bonuses in the rules of the labor schedule, collective agreement, other local acts of the educational organization.
The provision on material incentives for employees is a source of information for employees on the procedure and rules for paying salaries, on material incentives that exist in a particular organization. Such awareness is an excellent incentive for the quality performance of labor duties, increasing the general interest in a positive image of the organization (company).
Important points
The provision on material incentives for workers (Article 8 of the Labor Code of the Russian Federation) must not contradict the legislation in force in the country. The main purpose of such a normative local document is to encourage employees of labor collectives, for example, schools, kindergartens, offices.
Terms of development and adoption
The regulation on material incentives for teachers is being developed by a special working group. The adoption of such a local act is carried out in several ways:
single-handedly by a leader (for example, job description, staffing);
employees or their representatives (voting is offered to the entire workforce).
The labor legislation of the Russian Federation (Article 372) establishes that the representative body of workers (trade union) should also participate in the adoption of such documents.

Working group
The regulation on material incentives for employees of pre-school educational institutions is being developed by a special expert and analytical group. It includes representatives of the employer, the trade union body, as well as ordinary employees (from the team). This group considers the results of work for a certain period for each employee, decides on the possibility (impossibility) of establishing an additional payment. In its work, such a group is guided by such a local act as the Regulation on co-payments, as well as the Labor Code of the Russian Federation.
Scorecards
Its content is determined individually by the educational organization. Teachers and senior staff fill them out, then submit the material (with applications that confirm the information in the form of scans of letters of appreciation, diplomas). Shelter has the right to set deadlines for the delivery of score sheets, as well as the frequency of their submission by employees.
To summarize
In any educational organization, a number of local acts are developed that determine the characteristics of the interaction between employees and management. In addition to the Charter of the Institution, the Regulation, which indicates incentive payments, is of particular interest.
It contains all types of work, in the performance of which the employee can count on additional moral or material incentives for their high-quality and timely implementation. This encourages teachers to use new techniques, conduct various events, and improve their skills.
