At that time of troubles, the supporters of Voldemort in the ministry became more and more. Someone, like Pius himself or Crouch Sr., was under the Imperius, someone passed into the camp of the enemy willfully and quite consciously, someone was simply intimidated to death. In the end, this became apparent first to members of the Order of the Phoenix, and then to the general public. Although no one talked about it aloud, including the Daily Prophet.
