Certificate of a pensioner: description, order of receipt, necessary documentation and benefits

In this small red book with the coat of arms on the cover there is the necessary information about both the citizen himself and the category of pension paid to him. As you know, a pension can be assigned due to the retirement age (old age), as well as in the event of the loss of the breadwinner and on the basis of the assigned disability group. The pensioner's certificate contains information about the benefits provided. On the title page is a photograph of the owner, and on each sheet there are watermarks.

Economic policy

In 2015, due to the policy of economy in our country, there were changes in the FIU. The issuance of a pension certificate to pensioners was recognized as costly and canceled. Therefore, at present, all the necessary information about the pensioner is included in the certificate. The pensioner's certificate issued instead of the certificate issued by the pensioner is a regular sheet A-4, on which only the photo is not provided. Thus, in Russia, both a certificate and a certificate are currently in use.

pension certificate of pensioners

Identity Assignment

So, you have reached retirement age and received pensioner status. If this happened before 2015, then a pensioner certificate was issued to you in the FIU.

On his second page there is a graph. It indicates: the type of pension assigned to you, its size, the date on which accruals are made. On the following pages, changes are made regarding the amounts paid.

This information is necessarily confirmed by the official seal of the FIU, as well as a photograph located in the lower left corner of the first page of the pensioner's certificate. However, this document cannot be used as an identity document. Its main purpose is to confirm your rights to receive a pension.

Loss of identity

Suppose you are the proud owner of this red book, but for some reason it has been lost. Perhaps you lost it or washed it in the washing machine. Then you need to visit the FIU to restore this document. We will tell you in detail about how to get a pensioner certificate.

To begin with, you won’t be able to get the usual red book, even if you have reached retirement age before the month of January 2015. Changes have occurred in the law, which has no retroactive effect. Therefore, take good care of the available documents.

Are pension certificates issued to pensioners now? Yes, they issue it, but in the form of a certificate. To receive this pension document, you must personally come to the PFR office. You should have a passport and a pension insurance certificate (SNILS) with you.

Certificate of a pensioner of the Ministry of Internal Affairs

Earlier (until 2015) it was necessary to attach to the indicated documents:

  • 3 x 4 photo.
  • A work book with a record of completion or continuation of labor activity.
  • Marriage certificate.
  • Birth certificates of all children.
  • Certificate of income from the place of work in the established form.
  • Certificate or diplomas of graduation.
  • Bank account number for monthly pension transfer.
  • Confirmations from the archive might be required to clarify the amount of wages for a certain period of time.

All of the above information needed to be provided to the FIU for the timely production of a pension certificate.

Why now only help

The reasons that lawmakers were guided by when amending legislation were as follows:

  • Disproportionate budget expenditures allocated to the production of certificates.
  • As a rule, information on the amount of the pension is not updated in this document, as PFR employees do not specifically deal with this, and pensioners themselves do not see this as necessary.

When deciding on whether to issue pension certificates to pensioners, lawmakers focused on a cheaper and more convenient (in their opinion) option - a certificate.

Pension certificate form

Advantages of the new document

There are several positive aspects of replacing a pension certificate with a certificate:

  • Firstly, the PFR electronic database contains all the information about changes regarding the status of a pensioner, as well as the size of payments, taking into account indexation and other changes.
  • Secondly, in the case of a pensioner's request, a certificate is issued taking into account all the latest adjustments at the time of applying to the FIU.
  • Thirdly, a certificate is prepared very quickly (2-3 days).

There are other advantages to the new document. In addition to information about the amounts and timing of payments to a pensioner, the following data are included in the certificate:

  • Details of the FIU branch that issued the document.
  • Personal data of the pension recipient (his last name and first name, date of birth).
  • Data of the insurance pension certificate.

Since the certificate is certified by the official seal and signatures of employees of the FIU, they are personally responsible for the accuracy of the information specified in this document. This point is of great importance, since only initial information could be in the pension certificate, which became unreliable after six months due to the recalculation of pensions.

The procedure for obtaining help is quite simple. It can be obtained with a personal visit to the FIU, ordered on the Internet, if you have a personal account. Your representative can help you with this, but he must have a power of attorney.

Are pensioner certificates issued?

Help Disadvantages

For all the positive aspects of the changes that have taken place, you cannot close your eyes to that "fly in the ointment" that spoils everything.

Of course, the certificate has legal force and is equivalent to a pension certificate, but the pensioner has to receive this document as many times as it will be necessary due to some circumstances. And taking into account the queues in the FIU, this procedure exhausts both physically and emotionally.

In addition, sheet A-4 is much easier to lose and “ruin” than a pension certificate that has a hardcover.

Even a cursory review of reviews of this innovation allows us to conclude that the certificate is not taken seriously by some institutions in which it is presented. For example, in transport, upon presentation of this document, you may reasonably notice that such a “document” can be printed independently in any quantity. And this is true, since taking into account the improvement of office equipment, any reference can be faked.

When adopting the law on the replacement of the certificate for information, lawmakers did not stipulate the validity period of the new document. As a result, local adjustments began, which are the reason that in some regions pensioners have to receive certificates several times.

Many people are wondering if pensioner certificates are issued instead of certificates. So far the answer is no. But pensioners still have hope that lawmakers will reconsider their decision.

As you can see, the law needs to be finalized. It would probably not be superfluous to interview an interested category of citizens (pensioners), who for the most part would like to return to the usual form of a pension certificate. Its internal content can be improved by entering all the data that is in the help.

Pensioner's Certificate of Benefit

Application of a pension certificate

The range of application of both a certificate and a pension certificate is quite wide.

You can take advantage of the benefits and discounts provided in various organizations for your age group. Such rules apply in pharmacies, museums, exhibitions, and theaters. With help on hand, you can still enjoy the benefits of your age.

It should be noted that in some cultural institutions, employees are asked to present only a passport, on the basis of which they make discounts provided for senior citizens.

Many pensioners believe that a pensioner's certificate does not give so many benefits. However, if you live to be 80 years old, their number will increase. Pensioners, whose place of service was associated with military structures, have more benefits.

The first on the list and importance are utilities. Here, military pensioners, when they apply to the social welfare service, as well as persons whose pension is low enough, can be charged compensation for utility bills.

It can be calculated independently, since it is 50% of the amount of your utility bills. A package of documents can be sent by mail (registered mail) or on the Internet through the portal "State Services".

If a major repair is made in the apartment building where the pensioner lives (the category does not matter), then half of the amount spent is returned to the owner of the apartment. If this pensioner is a hero of Russia or a hero of the USSR, the amount is returned in full. The same applies to a pensioner, whose age has reached 80 years.

The second on the list (but not in importance) is spa treatment. Health is a very important area for any person.

Let's start with the medicine. A pensioner is entitled to a 50 percent discount on them, provided that a prescription issued by a doctor is provided. The duration of the prescription is 10 days.

Transport. Throughout the entire region of residence, a pensioner can proceed free of charge to a medical institution if he has a referral from the clinic where he was examined.

Treatment in sanatoriums and resorts. It should be borne in mind that this benefit is provided to pensioners subject to certain conditions. For example, WWII veterans can exercise this right from October 1 to April 30. The cost of the permit will be 10% less.

To apply for preferential treatment in a sanatorium, a pensioner needs to:

  • Pass a medical examination and receive a supporting document at the hospital.
  • Make a photocopy of your passport.
  • Attach a basis document for benefits.

With these documents, he needs to come to the FIU or the social insurance fund and write a statement. You can also apply to the FSS for a refund for an unused benefit.

Upon presentation of a pension certificate or certificate, a pensioner receives the right to extraordinary services, as well as to free leave of certain categories of drugs. In the case of evidence, the right to preferential treatment in sanatoriums can be granted, but no more than once a year (to veterans) or once every two years (to recipients of a retirement pension).

As regards the privileges laid down for pensioners on public transport, this item is included in the so-called “set of social services”. The amount of this benefit is determined by local authorities. In case of refusal to use this privilege, the unused amount may be included in the monthly cash payment (EDV).

Transport benefits can be used when buying tickets for flights, for an electric train, for train tickets, presenting a pension certificate or certificate.

There is also the possibility of obtaining tax benefits for pensioners. They do not pay:

  • Income tax.
  • Tax on real estate owned by them personally.
  • Transport tax, but only for one unit, if the engine power of the machine does not exceed 100 hp
  • Land tax, if the area does not exceed 6 acres. Everything above is taxable.
  • State duty when applying to court. If the subject of the litigation is valued at more than 1 million rubles, then the tax will be levied.

If you are a senior citizen, but continue to work, you can take 14 days off without pay.

If you are disabled, then your extra unpaid leave will be 60 days.

WWII veterans can also take advantage of this privilege, as they are entitled to an additional vacation of 35 days. However, at present, this category of pensioners has already disappeared from the lists of workers.

Certificate of a military pensioner

Defenders of the Fatherland

Persons whose place of service were the structures of the Ministry of Internal Affairs, the FSB or the Ministry of Defense were issued military pensioner certificates until January 2015.

They differed from ordinary pension certificates by the set of information about their owner and the names of the document fields to be filled in. However, there are no cardinal differences between these types of certificates. The certificate of a military pensioner is the same red booklet, standardly decorated with a coat of arms and an inscription.

On the first page of such a certificate you will see the name of the institution that issued it, as well as the personal data of the pensioner and his photo.

When you open the second page of the certificate, you will see:

  • Your retirement status.
  • The name of the law in accordance with which you are assigned a payment.
  • The size of the cash payment in numbers and in capital form.
  • Date, month and year when the certificate was issued.
  • Signature of the head of the FIU issuing this document to you.
  • Stamp seal of the FIU.

Further in the certificate are affixed:

  • Supplements to you.
  • Personal data of dependents. If there are none, then there is a dash.
  • Personal signature of the FIU specialist who completed your document.

The fourth page of the certificate is intended for records of changes in the amounts of your content. These data are presented in tabular form.

Replacing a Military Certificate

If you received a certificate of a pensioner of the Ministry of Internal Affairs, but lost it or ruined it, then the same provisions apply to you as those who received a regular ("civil") certificate, but with some nuances. To get started, you should notify the ATS personnel department about the loss of a document. In the prescribed period, which is 14-30 days, the personnel department will issue it to you. But this will already be the notorious certificate, which you can independently obtain in the FIU.

Upon arrival at the PFR branch with the necessary package of documents, you can order a certificate confirming your status. You will be given the ordered document within two to three days.

You will receive not the hardcover certificate of a pensioner of the Ministry of Internal Affairs that is familiar to you, which you could safely put in your pocket without worrying that it will be remembered, but the certificate on an A-4 format sheet. It will indicate the latest information about you and your retirement benefits:

  • Your last name, first name and patronymic.
  • Number of insurance pension certificate.
  • Date, month and year of birth.
  • Details of the FIU on a territorial basis.
  • The type of your pension where it will be indicated that it is military.
  • The date you retire.
  • The amount of the pension.
  • Bank details.

Of course, all these data will be certified by the signature of the head and the official seal of the FIU.

Certificate of a pensioner instead of a certificate

Personal Data Changes

There are situations in life when pensioners need to change their last name. This may be required, for example, during marriage or divorce. In such cases, you must replace your passport. Of course, it is necessary to submit information about these changes to the FIU.

And in this case, you will receive a certificate instead of a pension certificate. It will be certified in all its form, but its appearance will not be as familiar to you as before.

Given the low strength of sheet A-4, you can use the services of lamination. However, this guarantees you only the relative safety of the document. If you lose it again for any reason, the whole procedure will have to be repeated again.

If for some reason you need to update the data specified in the help, then you will also have to refresh the whole procedure for obtaining this document. Such a reason may be the design of additional benefits, for which you need to make changes. Perhaps they will affect the amount of payments due to you.

We recall the step-by-step procedure for obtaining help:

  • Prepare a folder for documents (it can be purchased at any stationery store).
  • Put your passport and pension insurance certificate in it.
  • If you are competent in computer technology, then go to the PFR website and download the application for help.
  • Fill out this application on the model also posted on the FIU website.
  • If you are not “friends” with the Internet, ask relatives to print this statement to you or contact the FIU specialists for it.
  • Prepare a work book.
  • If you are married, then prepare a document confirming your status as a family person (marriage certificate).
  • Get the birth certificates of all your children.
  • You will need a certificate of income, but only if you are a working pensioner. You need to contact the accounting department of your company to apply for a certificate of the established form.
  • Take care of opening a bank account to which you will receive pension payments. Currently, the pension can be transferred both to the account and to the bank card that you choose for yourself.

After completing these steps, you will receive a document that will help you feel more confident.
