What is SNILS? Literally, this abbreviation is deciphered as "insurance number of an individual personal account." In other words, each citizen is assigned an account number, which collects all the information about which employer and for how long the citizen worked, what funds were transferred to the pension fund. Based on this information, a future retirement pension is being formed. Every citizen must have a certificate, even if he is a minor.
The pension certificate is made in the form of a small laminated green card. Its dimensions are slightly larger than a regular bank card. The following data must be indicated on the certificate:
- Name of owner;
- floor;
- Date of Birth;
- Place of Birth;
- insurance account (its number);
- date when a citizen was registered in the insurance program.

Replacing SNILS through State Services
Undoubtedly, many are interested in the question: is it possible to replace a pension certificate through the website of public services? Alas, it is not yet possible to do this. The fact is that the RF PF is very wary of such innovations. However, this situation is unlikely to positively affect the work of the fund, since about half of all appeals to this organization are directly related to replacing certificates and obtaining duplicates of them. But the management of the pension fund claims that an individual personal account is purely confidential information, therefore, any operation with a certificate through Internet sites is prohibited. Over the past decade, the department has repeatedly stated that it will consider this problem and simplify the procedure for issuing new SNILS.
SNILS replacement period
If you personally apply to the pension fund with a request for the replacement of SNILS, the deadline for the production of a new certificate will be exactly 10 working days. That is, after 2 weeks you will receive a new pension certificate. If the replacement of SNILS when changing the name is carried out by the employer, it will take at least 2 times more time. The employer must submit it to the PF within 2 weeks after receipt of the application. Accordingly, the period for the production of a new certificate will take another 2 weeks. Some Russians are of the opinion that if they are already owners of SNILS, then with the replacement of this document due to changes in personal data, you can wait a bit. However, this approach is erroneous.
What happens in practice? The employer makes monthly contributions to the PF of the Russian Federation. If payments are received to the personal account, despite the fact that the name of the employee has been changed, deductions may be “lost”. Thus, the funds will not be credited to the account, which will affect the size of the future retirement pension.
You should also pay attention to the fact that the old certificate will never be returned to its former owner - it will be disposed of. Before applying for a green card replacement, you must first get a passport with a new name. It is simply pointless to speed up this process by simultaneously submitting documents to the FMS and PF of the Russian Federation. According to the current legislation, the SNILS replacement period is 14 days after making changes to personal data. However, penalties for late payments are not provided.
