The rate of issuance of PPE by profession is updated every year. In early 2017, two important decrees were issued, fixing the distribution of special clothing and equipment. The content of these bills is worth considering in this article.
PPE Act
What about personal protective equipment? The law says that it can be shoes, clothes, various kinds of equipment and many other elements that protect workers from industrial injuries.
The norm for issuing PPE by profession was enshrined in two decrees - from the Ministry of Labor and the Ministry of Health and Social Development. A special list has been released, which lists about 195 different professions. For each labor activity, certain elements of individual or group protection, special work clothes or shoes, some types of equipment, etc. were fixed. It should be noted that this list is not a dogma for each legal entity. This is a kind of necessary minimum, a guideline for a particular company. Each organization should draw up its orders with a list of necessary special equipment. The contents of the list must comply with the decree of the Ministry of Labor. It is also allowed to make certain additions. So, one or another local act may contain slightly changed types of PPE, additional sets, etc. Only one thing is important: the minimum settings enshrined in state orders should not be violated.
As already mentioned, an enterprise must independently draw up local acts. Such documents should reflect the names of employees, their endowment with sets of personal protective equipment, as well as key dates.
Orders of the Ministry of Labor and the Ministry of Social Development
The rate of issuance of PPE by profession varies annually. What additions did legislators make in 2017? To answer this question, it is necessary to consider in detail the content of the two main government decrees.
You need to start with an order from the Ministry of Labor. In short, from now on, any company will be able to independently compensate for the costs of PPE from contributions for injuries. In addition, the document outlines the basic methods of protecting workers. These include:
- timely provision of workers with medical and preventive products;
- provision of tickets to sanatorium or resort bases;
- the implementation of medical examinations;
- purchase of first-aid kits;
- training of labor protection specialists;
- job evaluation.
What is the order from the Ministry of Health and Social Development? First of all, about various intersectoral rules and attitudes. In addition, the decree establishes the concept of PPE. So, these funds are needed primarily for protection from temperature conditions that are far from the norm, as well as from pollution. All these factors can have an extremely negative effect on a particular employee.
Criteria and norm for issuing personal protective equipment by profession
Each employer is required to provide personal or group protection for free. At the same time, it is mandatory to take into account the personal characteristics of employees: height, weight, foot size, etc. Another important point that should be mentioned is the mandatory certification of products. The quality of issued PPE can often be observed by various inspections.
As mentioned above, 195 professions are indicated in the list on the issuance of PPE. In addition to this list, information should be provided on production conditions, on the expiration date of work clothes or footwear, depending on the climate, type of work and location.
At present, four main classes of PPE are used in Russia. These types depend on climatic and environmental conditions. Any clothes or shoes should be designed for a comfortable stay of the employee outdoors. In the winter months, the maximum outdoor life should be two hours. The temperature must also be taken into account, depending on which PPE classes are formed. So, it is worth highlighting:
- 1 class. Central and southern part of the Russian Federation. Temperature from -9 , wind - from 6 m / s.
- 2nd grade. Eastern part of the Russian Federation. Temperature from -18 , wind up to 5 m / s.
- 3rd grade. Siberia, Kamchatka, Sakhalin and the Kuril Islands. Temperature from - 41 o C.
- 4th grade. North of the Russian Federation and the Arctic. Temperature from -25, wind from 6 m / s.

PPE issuance rate for car drivers
Every employee driving a car must be equipped with certain personal protective equipment. What in this case does the order of the Ministry of Labor of Russia prescribe? For persons managing trucks, as well as tractors and truck cranes, the following elements are distinguished:
- protective suit against various industrial pollution;
- six pairs of gloves coated with a polymer.If the driver controls the buses, then the production should issue:
- gloves with a special spot coating - in the amount of 12 pairs;
- a protective suit from the general pollution received at production;
- latex gloves.
The same set is also set as the norm for issuing personal protective equipment for a car driver.
Any working person transporting dangerous goods must be equipped with:
- protective suit against acid and alkaline solutions;
- protective rubber boots;
- rubber gloves;
- safety glasses or a special protective shield.
The driver of the loading machines must be equipped with the following PPE elements:
- PPE of the respiratory system - filtering or isolating;
- rubber boots and a protective suit.
The same list applies to electric truck drivers.
Movers, janitors and cleaners
What should be equipped with any working person who performs the functions of a janitor? The rate of issuance of PPE for the janitor is approximately as follows:
- special suit for protection against various industrial pollution;
- special polymer apron with a bib;
- rubber safety boots;
- gloves with a polymer coating.
The rate of issuance of PPE for a cleaner (cleaner) looks exactly the same. And what about specialists such as loaders, auxiliary workers, transporters, warehouse operators, etc.? The decree from the Ministry of Labor stipulates that all workers working with coal, coke, sand and other bulk materials should be issued:
- overalls that protect against toxic substances, dust and other materials;
- polymer gloves - 12 pairs;
- protective glasses;
- PPE to protect the respiratory organs from various acidic and caustic substances;
- a suit that protects against acid and alkaline solutions;
- protective rubber boots;
The same list applies to workers working with timber. The only exception is a suit that protects against industrial and mechanical pollution (instead of overalls). It is also worth highlighting the protective equipment needed for movers working with hot metals. These include:
- suits protecting from high temperatures;
- special protective apron;
- polymer coated gloves;
- safety glasses or a special shield;
- special sleeves.
Storekeepers
What is the norm for issuing PPE for the storekeeper, as well as for the seller of non-food products? An order from the Ministry of Labor of the Russian Federation establishes the following series of protective elements for clothes and shoes:
- protective suit against mechanical and other industrial pollution;
- polymer apron with a special bib;
- polymer gloves, as well as special armrests;
- gloves for working with alkalis and acids;
- protective suit for working with alkalis and acids;
- rubber boots with special protective toes;
- safety glasses or a special shield;
- PPE for respiratory protection.
- If the storekeeper works with metals, timber, mercury and other materials, then the following personal protective equipment should be given to him:
- a dressing gown and trousers to protect against industrial and mechanical pollution;
- underwear;
- PPE for respiratory protection.
It is also worth noting the necessary personal protective equipment for librarians. Here it is necessary to highlight:
- special bathrobe;
- a suit that protects against general industrial pollution and various mechanical influences.
The warehouse manager (warehouse manager) must be endowed with the following protective equipment:
- suit, apron, gloves from industrial pollution;
- protective glasses;
- PPE for the respiratory tract;
- rubber boots.
Electricians and welders
What is the norm for issuing PPE for an electrician? Despite the fact that there are many different kinds of specialties, discharges, and types of electricians, you can still identify the main, most generalized elements of personal protection for specialists in this group. So, an order from the Ministry of Labor enshrines the following forms:
- overalls made of cotton material necessary to protect the employee from various kinds of industrial and mechanical influences (or overalls made of mixed fabrics);
- rubberized apron with a special bib;
- leather boots;
- knitted gloves with a special polymer coating;
- latex gloves;
- combination gloves in the amount of 6 pairs;
- dielectric gloves;
- insulated jacket;
- trousers on a warmed pad in 3 and 4 belts;
- signal vest of the second protective class;
- special safety glasses;
- rubber boots or winter boots with insulated skin.
As a rule, gloves or gloves are given to the employee in the amount of 6 pieces. Their exact number is nevertheless established by organizational local acts.
The exact rate of issuance of PPE for the welder should also be indicated. An order from the Ministry of Labor enshrines the need to issue:
- leather shoes;
- respirator;
- safety glasses;
- combination or canvas gloves;
- tarpaulin suit with special fire retardant impregnation.
School and Dow workers
The school has a fairly large number of workers who must be provided with personal or group protection. The norm for issuing PPE at school is also enshrined in an order from the Ministry of Labor. What exactly can be highlighted here?
The technology teacher should be provided with a cotton coat, a special beret, combined gloves (in the amount of two pairs) and safety glasses in a timely manner. The school librarian must have a cotton bathrobe. School janitor - cotton suit and apron, combination gloves (6 pairs), a special jacket, rubber boots and a raincoat.
The standard for the issuance of PPE for the school cleaner includes a kit consisting of a cotton bathrobe, rubber gloves and combination gloves, rubber boots and protective trousers. A school doctor, paramedic or school nurse should be provided with a cotton bathrobe, cotton cap and special rubber gloves.
The driver of the school bus, according to the decree of the Ministry of Labor under consideration, must use the following elements of PPE:
- cotton suit;
- knitted gloves;
- signal vest with the second class of protection;
- insulated jacket;
- leather warmed boots.
Physics teacher must be equipped with:
- special dielectric gloves;
- voltage indicator;
- tools with special insulating handles or a dielectric rug.
The required kit of a chemistry teacher is slightly different. So, it includes:
- white cotton bathrobe;
- rubberized apron;
- latex gloves;
- protective glasses;
- special respirator;
- leather slippers.
And what is the norm for the issuance of PPE in DOW? Many criteria here coincide with the PPE of school workers. It is worth, perhaps, to allocate the necessary set for supply managers (farm managers):
- cotton bathrobe;
- rubber gloves and mittens - 12 pairs;
- special shoes with a non-slip base.
The assistant teacher at the preschool educational institution should have the following set of PPE:
- rubber galoshes and gloves;
- combined mittens consisting of 2 pairs;
- cotton scarf or hat - 6 pairs;
- cotton bathrobe;
- rubberized apron.
Builders
What is the norm for issuing PPE to construction specialties? There are a large number of specialists, one way or another, involved in the construction industry. Each employee is assigned separate types and sets of PPE. And yet, you can select a somewhat generalized version of the kit, necessary for the implementation of construction work.
Protective masks and glasses. They protect the builder from dust, sparks, earth, sawdust and other materials. Sometimes builders also need sunglasses. The employer must provide the employee with glasses of any such type.
Protective gloves. This PPE element will help protect the builder from a chemical environment that is not in compliance with the norm. There are also special types - when working with bricks, with wood, etc.
Protective clothing and shoes builder. This is, in fact, the main type of PPE. As a rule, this is a special tarpaulin suit with reflective stripes, which allows moisture and heat to pass through well. In addition, the employee must be equipped with special knee pads and shoes with grooved soles. A bright orange vest should be worn over the entire work suit.
Also, the PPE builder kit includes:
- mask;
- fire extinguisher;
- headphones or ear plugs;
- helmets;
- mounting belt (for work at height).
PPE cooks
The rate of issuance of PPE to a cook is also regulated by an order of the Ministry of Labor. Catering workers, regardless of place of work, should be provided with the following minimum set of personal protection:
- sanitary clothing and shoes;
- white cotton jacket;
- light cotton pants;
- white apron x /;
- white cotton cap or scarf;
- towel;
- shoes, slippers or any other lightweight shoes with non-slip soles;
- cotton gloves;
- clean towel;
- rubberized sleeves;
- white linen tunic for men;
- white blouse and white water-repellent cotton apron for women.
- rubber galoshes and a metal apron (for processing fish and meat).
Workers in the canteen in schools and preschool institutions should be endowed with only a white cotton bathrobe, hat and light shoes on a non-slip basis. If the enterprise where the canteen workers work is budgetary, then it will not work to depart from the established norms.
