Any citizen of the Russian Federation has the right to freely move around the territory of the country and leave its borders. However, lately there have been circumstances that may interfere with such movement.
What does restriction of travel abroad mean? Under existing law, any citizen may lose the right to leave the country. This provision is spelled out in the federal law "On the procedure for leaving ...". According to this law, those who evade the fulfillment of obligations imposed on them by the court will not be able to leave the country. Most often we are talking about paying all sorts of debts.
The problem is that in some cases, citizens find out that they are imposed a restriction on traveling abroad, only at customs. In general, such measures take effect only after the non-payer ignores the notification from the Federal Bailiff Service. It happens that sometimes the debtors do not know that they did not pay something on time (credit, taxes, alimony, traffic police fines, etc.). The reasons why they were not notified, may be different. However, no one will understand them.
In principle, the likelihood that you will only learn about debt at customs is very small. The legislation provides for a rather complicated prohibition procedure, considering it as a last resort. If you are a respectable citizen, you are unlikely to ever find yourself in such a difficult situation. The restriction on going abroad is not imposed for unpaid debt, but only for failure to fulfill the obligation imposed by the court to pay it. That is, the trial must first go through, to which you will be invited. Only after that the federal bailiff service will take over the case, which may impose sanctions.
In order not to be in a situation where the “iron curtain” falls in front of you due to several rubles not paid on time, you must contact the bailiff service department in advance. It is better not to do this personally, but through a databank of enforcement proceedings. In it you can find information about all debtors.
Find out if you have a travel restriction imposed on you, as follows. First, indicate whether you are a legal entity or an individual, mark your region of residence, indicate the date of birth, last name, first name and patronymic - and search. After that, you will need to enter the captcha, and after a few seconds you will receive all the necessary information. If you have a case, then the data will be displayed on the screen. If “Upon request nothing is found” appears, then everything is in order, there are no debts. Similar information can also be obtained on the Unified portal of public services. But pre-registration is required on this resource.
If you find out that you owe a debt, it is better to pay all that is due, as soon as possible. Information is not deleted from databases immediately after full calculation. Information should go to the border service, and this may take about a week. Keep this in mind if your departure is planned for the coming days. Take a receipt with you on the road. She will prove that you do not owe taxes or, for example, child support. Usually this document is a sufficient reason to freely travel abroad.
Nevertheless, the probability of getting into the "black list" still exists. This can happen in the event of a court decision in absentia (conducted without your participation). This is possible if you do not live where you are registered, and the court could not find you. The likelihood of this is not so high. But for your own peace of mind on the eve of departure, look in the database to make sure that you do not have debts. Planning a trip abroad? Debts will not be an obstacle if you learn about them on time.
