The overhaul program for multi-storey buildings was launched in Russia in 2015. The address list of houses that are to be repaired is compiled according to the statements of local deputies. Muscovites and residents of other cities of the Russian Federation pay for the overhaul themselves, but there are benefits to paying for major repairs of the house. See below for more information.
The legislative framework
The obligation of citizens to pay a fee for overhaul and the procedure for depositing funds is fixed in article 169 of the LC RF. The amounts deposited are accumulated in special accounts. Payers are citizens living in apartment buildings that are planned for major repairs. Some categories of citizens can be exempted from paying contributions, while others are subject to benefits for paying for major repairs of the house.
What is included in the overhaul of an apartment building
The list of works that are included in overhaul include:
- Walls and facades: repair and insulation of socles, facades, repair of loggias and balconies using noise insulation fillings, restoration of waterproofing, coatings, replacement or repair of fences, arrangement of visors for balconies and loggias, repair of external walls, elevator shafts, fire ladders, repair or replacement of external gutter.
- Basements and foundations: repair of basements, sealing the intersection of communications with the foundation of a residential building.
- Roof attics and roofs: repair or installation of a new rafter system, elements of an internal drain, parapet gratings, grounding and lightning rods devices, roofing, treatment of wooden structures against fire, restoration of temperature conditions.
- Stairs: replacement or repair of fences, repair of steps, flights of stairs.
- Access platforms, doors: repair or installation of new entrance doors including installation of closers and stops, doors in the vestibules, on stairwells, strengthening, repair or partial replacement of the entrance platform, stairs before the entrance, replacement, repair or installation of fences for the stairs before the entrance (if it is available), replacement, repair or installation of lighting.
- Heating: replacement or repair of pipelines, risers, heating systems, heating installation with automatic temperature controllers.
- Ventilation: cleaning the ventilation system and installing new ventilation grilles.
- Water supply: replacement of wiring, pipelines, heated towel rails, which are common house systems, installation of individual water meters, replacement of plumbing in apartments owned by Moscow, installation of a household fire hydrant.
- Drainage, sewerage: repair or complete replacement of pipelines, plank beds for plumbing fixtures, reconstruction of the drain.
- Electrical equipment: replacement or reconstruction of public water distribution equipment, replacement of lighting in common areas, installation of automatic lighting for stairs, entrances, replacement of conventional lamps with energy-saving, installation of protective shutdown for each individual apartment.
- Garbage chutes: replacement or reconstruction of garbage chute elements, installation of a system for cleaning, disinfecting and flushing the garbage chute.
- Fire safety systems: cabinet replacement, installation of fire hoses, smoke detectors in common areas.
- Gas supply: replacement of the front gas pipeline, internal gas equipment, repair of the internal gas supply system.
- Interior decoration: restoration of the interior decoration of the premises if it was damaged during the laying of the water supply system, gas pipeline, cleaning the garbage chute, replacing plumbing fixtures, and so on, repairing common areas (stairwells, apartment halls, elevators).
- Elevators: repair, modernization or replacement of elevators, ensuring the availability of elevators for the disabled.
- Landscaping of the yard (if necessary).
Contributions of tenants for the overhaul of the house
The amount of contributions shall be established by Article 156 of the LC of Russia. The amount of payments is determined by the municipality; the following factors influence the total amount:
- number of storeys of the building;
- type and age of the structure;
- the presence of factors complicating the repair work;
- for some categories of citizens - benefits for paying for major repairs of the house.
In Moscow, for example, the amount of contributions for overhaul is from 15 to 25 rubles. At the same time, the city government has repeatedly stated the possibility of reducing payments. There are also benefits for paying for major repairs of the house to veterans of military operations, labor, large families and other categories of citizens.
Procedure for making repair payments
Payment of contributions is made by the owners of residential premises within the time limits established for payments for utilities. If the funds are transferred to the overhaul fund, the owners receive a separate receipt, which is set by the local operator.
In what cases are owners exempted from payments?
Some people are completely exempted from payments, while for others, there are benefits for paying for major repairs of a house in the Moscow region, Moscow, other cities and constituent entities of the Russian Federation. For example, owners of apartments in new buildings that were commissioned after the housing overhaul program came into force may not pay fees for five years.
Also exempt from payments for major repairs at home:
- residents of houses that are recognized as emergency, subject to reconstruction or demolition;
- owners of apartments that will become state or municipal property;
- tenants, if the clause on the obligation to pay capital repairs is not specified in the lease;
- residents of houses with less than three apartments.
Funds for capital repairs may be charged on the rental of public property, for example, facades for advertising. This issue is usually resolved at a general meeting.
Categories of citizens who can receive a subsidy
Benefits for paying for major repairs of a house are laid:
- labor veterans;
- residents of besieged Leningrad;
- war veterans;
- widows of veterans;
- large families;
- liquidators of the Chernobyl disaster;
- persons affected by radiation exposure during the Chernobyl disaster;
- retirees over seventy years old;
- families with a disabled child;
- disabled people;
- victims of political repression.
These categories of persons may not deposit funds in full. At the same time, benefits for paying for major repairs of a house in Moscow and the regions may vary. On benefits in other regions of the Russian Federation (regional programs) will be discussed further.
Amount of benefits for paying for major repairs of a house
The amount of benefits for each category of citizens is set separately. So, 100% compensation for overhaul from the state is due to pensioners over eighty years of age who live alone and do not work. Half of the amount of contributions is compensated to veterans, military personnel, liquidators of the Chernobyl disaster, nuclear weapons testers, pensioners who have reached the age of seventy and are the owners of apartments or live alone and do not work.
Probably the largest category of people who are entitled to privileges for paying for major repairs of a house in Smolensk, Moscow, Krasnodar Territory and other constituent entities of the Russian Federation are large families. Compensation for such beneficiaries is 30%. Other beneficiaries that are not mentioned in the 50% and 100% benefits are also entitled to a 30% discount.
The procedure for obtaining subsidies for overhaul
Benefits for paying for major repairs of a house in Moscow for labor veterans, disabled people, senior citizens over seventy years of age, large families and so on are not accrued, but upon application. This means that you need to declare your right to receive compensation from the state. How to do it?
The algorithm of actions is as follows:
- Pay the first payment, as non-payers can not claim any benefits and compensation.
- With a paid receipt and papers confirming the right to receive benefits for payment for major repairs at home, contact the Multifunctional Center (now My Documents Department) or the Social Security Department. You can apply for a benefit through the State Services portal.
- Within ten days, the benefit will be issued and the next payment will come already at a discount.
Documents for registration of benefits for overhaul contributions
In order to receive a deduction, you need to confirm that you belong to the category of people who are privileged to pay for major repairs of the house (Kirov region, Republic of Crimea, Altai region - everywhere the package of documents will be the same). It is necessary to provide social protection:
- internal passport;
- income statement;
- receipt confirming payment of utilities and other fees;
- a certificate from the management company indicating the absence of debts;
- personal account;
- housing document;
- document confirming ownership of housing;
- extract from the house book;
- a document that confirms the right to a subsidy (for example, a certificate of a large family, a certificate of the liquidator of the Chernobyl disaster or a participant in hostilities).
The document can be submitted in person, via the Internet or by proxy.
Benefits for paying for major repairs in the regions of the Russian Federation
Subsidies in the Russian Federation are accrued to all categories of beneficiaries, but there are other groups of people who are entitled to receive compensation under regional programs. For example, benefits for paying for major repairs of a house (Krasnodar Territory, Rostov, Altai, Bashkortostan - the general list of beneficiaries is the same everywhere) can be accrued:
- honorary donors (in Moscow);
- persons who received awards for the defense of Moscow (in Moscow).
In Novosibirsk, beneficiaries will pay 3.05 rubles. per square meter of property, in Nizhny Novgorod - 3.15 rubles, in St. Petersburg - 2 rubles, in Moscow - 7.50 rubles.
Finally
Now, citizens of Russian cities themselves are responsible for the repair of their own home, but there is an opportunity to receive a subsidy. So, a certain discount on payment for overhaul is provided to unprotected (pensioners, disabled people, families with a disabled child) or privileged (honorary donors) segments of the population. The amount of benefits is set by the Government, and the departments of My Documents (formerly MFCs) or social protection are involved in processing the subsidy. To get compensation, you need to contact the aforementioned authority with a set of documents, after which the municipal authorities will recount the payments. And the new receipt will come at a discount.
