In recent years, in our country, an increasing number of people are changing their place of residence. This often happens not once in life, but several times - for some and several dozen times. Fortunately, both the conditions and the legislation allow for such regular (and not so) changes. A moving person should remember that he has a rather limited time frame for registering at a new place of residence. As a rule, this immediately gives rise to the layman the question "what kind of state duty for registration" is provided for by law.
How does this happen?
Relocations do not always happen on permanent new housing. Of course, some lucky ones buy a private home, while others acquire new housing in a multi-story building. Someone is less fortunate, so people arrive at a new place of residence, enter into a lease and receive temporary or permanent registration. Everyone has heard that you need to collect documents for housing, all contracts and passports and go to the passport office, but few people are interested in advance whether a state duty is required at registration.

Why do you need to register at all? Everything is very simple: any responsible entrepreneur prefers to hire only those employees who have registration - at least temporary, but preferably permanent - in the city where the company is located. This gives him confidence in the person. It is immediately clear that the potential employee is attentive to the laws and regulations, which means that it is trustworthy. To take such a company staff is likely to be a successful acquisition. But to say the same about someone who did not take care of formalizing official papers at a new place of residence, it is unlikely that anyone will take responsibility.
That is, after all, is it necessary?
Based on the foregoing, it becomes clear that paperwork with a change of residence is an important and necessary task. So, sooner or later, the state duty when changing the registration must be paid, if any. Is it relied on?
For example, if you register in your own private house, then you do not need to pay any fee for this. This is evidenced by the laws in force in our country. However, the cases are different - sometimes a certain amount will have to be paid. The main thing - do not be afraid. Bureaucracy is an unpleasant thing, but still not ruinous, so paying a state duty for registration will not be a big burden for the wallet.
Register or register?
For the average person, the concepts of registration and registration are very similar to each other - as in those pictures “to find 10 differences”. But from the point of view of local officials, these are completely different concepts that require a different approach. When is registration required and when is registration required?
A residence permit gives a person such a permanent address, which is located in all accounting authorities. Previously, registration was permits. Its receipt gave a person the opportunity to live in his chosen area. Well, the refusal of registration, respectively, forbade living in the area that a person looked for himself.
The concept was radically revised in 1993. Then entered the registration. This term implies a voluntary act of a citizen, notifying state authorities that he has arrived at a new place of residence.
Why and why?
Any modern citizen of our country has the right to move within the territory of the state as he wants. This means that you can live wherever you want. An exception is zones near the border, closed settlements and other territories to which access is limited. True, upon arrival at a new place, state authorities must be informed.
Registration is made at the main place of residence, and if a person temporarily arrives in another place, here he gets up for registration at the place of stay. Receiving such paper, he is simultaneously registered in the main place.
And pay?
To apply for permanent registration, you must first generate a package of documents, then provide it to the state authority, and on this basis you can already be sure that there is a place of residence, everything is as it should be. Without fail, the state duty for permanent registration was previously attached to the documents. Many people still remember this, therefore they are looking for an opportunity to pay for the service so that they can put the receipt in the general package of securities.
But what really is? Do I have to pay state duty for registration? Previously, this was a mandatory event, but several years ago it was canceled. Currently, any citizen of the country, having wished to register at a new place, is preparing a package of documents for civil servants, but does not pay anything for this. You can already believe your eyes: the state duty for registration in the apartment is really absent.
What, how and why?
Incidentally, in previous years, the state duty for registration of registration was one percent of the minimum wage. Well, since the minimum wage varied from region to region, various amounts had to be paid.
Updates, according to which the state duty for registering a newborn costs nothing, were introduced in 2005, when federal law number 127 became effective. It is he who says that the procedure for citizens of the country is completely free.
Is everything really so rosy?
However, as was already mentioned before, the bureaucracy is not scary, but sometimes money still lures money out of the wallet. With regard to the issue under consideration: a state duty for registration in an apartment can cost a small amount - you will need to pay 350 rubles. This applies to those wishing to obtain registration of citizens who do not have any citizenship at the time of filing. The officials will take the same amount from those who are citizens of another country. This state duty for temporary registration is documented in the Tax Code, namely in the third part of article 25.
Agree, all as promised - not very expensive, is not it? And what is especially nice - the amount is fixed. This means that it does not change from region to region, and also does not grow with time, even when the minimum wage in the country increases. However, when the law was only updated, the state duty for registration at the place of residence for foreigners and stateless persons was only one hundred rubles, and over time increased several times. Therefore, inflation hints that over time there will certainly be new increases.
Will everything come back?
In 2013, an initiative was put forward to return legislation to previous standards - both with regard to the documentation package and payment. However, the attempt of the FMS to return the state duty for registration at the place of residence was unsuccessful, although the bill was immediately made taking into account the changes that would have to be made to the Tax Code. In addition, the initiators prepared new legislative acts and draft amendments to a number of existing ones.
To the delight of many ordinary people who were watching the situation intensely, the innovations were rejected. A number of changes were adopted regarding those who do not have any citizenship or who are citizens of other countries.
Summing up: at the moment, the legislative norms are such that when applying for a citizen of the country, there is no state duty for registration. If the paper is asked to the court by a foreigner or one who does not have citizenship at all, you will have to pay a certain amount. According to current laws, for these two groups of people the state duty for registration is 350 rubles. Whether it will change over time is not yet clear.
Temporary: is it that simple?
The state registration fee described above is not paid if a person is registered at a permanent address, that is, where he plans to live and work. But what if you temporarily come to another city? Laws oblige to report to the state authorities within 90 days. Many rightly fear - what if you have to pay a large sum of money? A temporary stay in another city, whether it be tourism or work, is usually not accompanied by a desire to waste money right and left.
In fact, the registration of temporary registration is almost the same as the main one. This means that the state duty for registration and temporary registration is charged according to the same rules, that is, if we are talking about a citizen of Russia, then nothing needs to be paid. If these are foreigners and those who do not have citizenship at all, then you will have to pay three hundred and fifty rubles and provide a receipt for this payment to officials along with other documents.
What about the children?
The legislation of the country does not make a difference between citizens of different ages (unless, of course, we are talking about responsibility). This means that the same rules and requirements apply to newborns, children, adolescents as to the adult population. That is, in order to register a child, you will have to collect the same documentation as for the older generation, but in general, you don’t have to pay money.
At the same time, children who are considered citizens of another country or who do not have citizenship can be registered only when parents pay for them the amount established by the Tax Code.
Pay: is it difficult?
So, a person who wants to register is ready to pay the amount due. How can he do that? First you need to understand: payment is based on the provision of public services, which means that you need to use exactly those resources that make it possible to work with public authorities. You can make payment through the bank - perhaps this option is the easiest.
To pay, you need to have a payment document. It will have to be filled in: the columns of identification data must be entered about yourself independently, and in the corresponding field also put a signature. The amount you need to pay from your money. According to the laws of our country, it is completely unacceptable for someone else to pay money for one person, just as it is impossible to submit documents not for oneself.
And again: no need to pay!
I would like to draw attention once again: the obligation to pay the state duty lies solely with those who are not Russian citizens. All citizens of our country can register and deregister freely, without paying any amount.
If you come across a certain person who persuades that you need to pay for registration, remember: this is a scammer. No need to give money to such people, no matter how confidently they convince you that the state fee must be paid here and now, right in his hands, and the refusal will be prosecuted. Do not let yourself go!
Sberbank to the rescue
What kind of advertising did Sberbank not do! And in the image of God portrayed, and called a superhero. And no wonder: it is through Sberbank that you can do almost anything. Well, to pay something for sure. Any payments related to state authorities are available to customers of this bank.
Arriving at the bank branch, you need to check with the employee responsible for helping clients where the forms are. As a rule, there is an information plate on the table, so it will be possible to find documents even when all the employees are busy. The next step is to enter personal information in the fields dedicated to identification. If necessary, you can ask for help with filling out this paper - usually the staff of the department readily comes to the aid of each client. The completed form is handed to the cashier along with the money.
Modern technologies rush to the rescue
An alternative is to use terminals to pay state fees. In this case, you need to have the details for which funds are redirected. They are issued by the local tax authority. If you prefer to work with the terminal, but cannot figure out exactly how to do this, use the help of a free consultant in the hall. Friendly workers will help to enter the information correctly, without errors.
Finally, receipt forms can be found on the Internet - in fact, on the website of state authorities responsible for registration and registration. You can fill them in by hand or in block letters. True, you will have to sign by hand. If in doubt about what and how to write on receipts, look at the fill patterns. Fortunately, there are those in the bank branch and on the World Wide Web.
How else can you?
Until now, from month to month you can see the queues at the post offices. In the old fashioned way everyone here goes with utility bills - people are used to the fact that you can pay by mail with everything you need. Despite the fact that many alternative possibilities were discovered, others are still ready to stand for hours at the post office, if only “everything is as usual”.

As for foreigners who want to register in Russia at a new place of residence, they can also contact the post office - it really accepts everyone and everything. Usually either large offices or the main post office in the city work with this. For the payment to be accepted, you need to bring with you an identification document and a pre-filled receipt. However, the second is usually not categorical - almost all post offices have forms. But here, what’s called, how lucky - they can suddenly end, then the procedure will not work. It is advisable to pre-attend to the presence of the details of the tax authority to which the money needs to be sent.
The Internet is in a hurry to help!
The World Wide Web has such resources that allow you to pay the state fee, if necessary. Two options are most worth mentioning: your bank’s personal account (especially if it’s Sberbank) and the official website of the Federal Tax Service. However, regional offices usually have personal sites on the World Wide Web, and payment can also be made there.
To pay correctly, you need to have before your eyes a passport (or other document identifying the person in your country). It is used to enter information about a person. You will also have to specify the bank details - as the recipient, and the sender of the funds, that is, yourself. You must enter the name of the service payable.
Stability and reliability
As statistics show, for just over ten years for Russian citizens the requirements for registration, registration and payment of state duties have not changed. That is, a citizen of the country can calmly register at a new place without paying anything for it, but a foreigner will have to pay a small amount.
However, one cannot be sure that this stability will continue in the future. Initiators from the Federal Tax Service have already made an attempt to return paid registration for all citizens and guests of the country. It is undeniable that in the future the initiative will be repeated again, but it will already be supported by the authorities. However, there is no doubt: a notice will be immediately posted on the website of the Federal Tax Service. This means that citizens who are planning to register at a new address in the future will have to first look at the virtual representation of the state authority and check if everything is still free. By the way, it will not be superfluous to make sure of this in another aspect: the payment can remain according to the previous rules, but the documents needed for presentation to officials will be replaced. So in any case, you must definitely get first-hand information, only after that proceed with registration. If you doubt your ability to use the network, then you can call your local office. Specialists will quickly comment on the situation.

Finally, mention must be made of intermediaries. Such companies exist today in any more or less large city. Their services are relevant if a person does not have the opportunity (for example, due to health reasons) to personally contact the bank, at the same time there is a difficulty in using the network. I would like to caution: in recent years, a lot of fraudsters have divorced, so choose an intermediary with extreme caution.
