Fursenko, a reform of the Russian language took place, which entailed not only numerous discussions on the correct or incorrect pronunciation of certain words, but also cynical jokes about “yogurt” and “ringing”, but also significant changes in the codification of the Russian language. The boundaries of what was accepted by the norm have moved apart, and with them the understanding of what is permissible and what is not. In their illiteracy, people began to refer to the new rules of the Russian language. However, the reform did not affect all linguistic cases. Some words were left untouched, therefore it is already impossible to argue such orthoepic errors with Fursenko’s rules. And in the word "culinary" stress has a whole history.

It would seem that there can be disputes on this subject, if the correct pronunciation can be checked in a simple and logical way by choosing a verification word. In this case, it is a pair of “culinary - culinary”.

Based on this, it will be correct to emphasize the penultimate syllable - culinaria, since in the word "culinary" the stress also falls on the letter A. Perhaps this was so until the pronunciation of the word with emphasis on the last syllable became common. More and more people, by analogy with other words ending in IN (“pediatrics”, “psychiatry”, “therapy” and others) began to use this word, focusing on the vowel I. In this form, "culinary" and came into use, or, speaking in a professional language, in the Uzus, due to which it was fixed as the second acceptable version of the pronunciation of the word.

Today, previously considered normalized and the only true word, “culinaryAria” was rather recognized as obsolete. Although vocabulary entries in books and textbooks with orthoepic norms offer both pronunciation options, some still have an additional mark. (“Permissible”), where in the word “cooking” the stress falls on the letter I.

It is worth remembering that the language does not change on its own, but under the influence of how people use it. Once in a hundred years, revolutionary changes take place in the language, in which incorrect forms or even gross errors can become the norm. Therefore, the more competent each speaker speaks it, the less changes the language expects in the future.
