Production control

Production control is the most important component of any type of activity aimed at ensuring the protection of the world and the health of workers. The state policy of the Russian Federation is aimed at creating a favorable environment for the life and health of the country's population, including the implementation of sanitary anti-epidemiological actions in all spheres of national economic activity, which is legally enshrined in the constitution - the right to safe labor, the right to protection of health.

Production control at the enterprise includes a set of actions clearly outlined by legislative norms. The main documents for exercising control are, first of all, the Federal Law Article 32 and sanitary standards (1.1.10558-01).

Production control it must be carried out without fail both legal entities and individuals (private entrepreneurs) in full accordance with the tasks and direction of their chosen sphere of production or provision of services. Moreover, a complex of such measures is carried out at all stages of the activity of performing works and services - from the initial production stage to the place of its delivery to the final consumer.

Production control ensures strict compliance with sanitary-hygienic rules, methods and techniques by manufacturers of products, thereby preventing the entry of substances harmful to human health into food products and into the environment. The main task of production control is to comply with standards that ensure human safety and protect the environment as a whole from the effects of various harmful factors. Therefore, production control is strictly mandatory and is initially carried out in such vital areas as food production, parenting and comprehensive consumer services. Its functions include regular medical examinations, organization of hygienic training for workers and responsible officials directly related to the production, storage, and sale of food products. It also includes product quality control, laboratory tests for harmful factors, statistics and records of occupational diseases, etc.

The controlled zone includes all production halls and auxiliary premises, equipment and vehicles, workplaces and tools. Production control is carried out by all business entities on the basis of an approved program, which clearly regulates the applied control methods, the sanitary rules and techniques used, health measures, the frequency of such control, clear registration of occupational diseases and their prevention.

It should be noted that for some industries the creation of a production control system begins long before the implementation of economic activity, even before the receipt of the license, and this measure is associated with ensuring occupational safety and health. The creation of such a program is legislatively enshrined in the Federal Law of March 1999, in the Decree of the Government of the Russian Federation No. 569 of 2005 and other regulatory documents. Control over the clear provision and implementation of these standards by legal entities and private entrepreneurs is carried out by the Federal Service for the Supervision of Consumer Protection.

The legislation also provides for administrative measures in relation to legal entities and private entrepreneurs for failure to provide information on monitoring in the SES and other supervisory authorities. So, failure to provide information on the results of production control or their provision in incomplete form is an administrative offense (Code of Administrative Offenses Article 19.7). Moreover, the administrative penalty (or fine) for officials is up to five hundred rubles, and the fine imposed on a legal entity can be up to five thousand rubles.

It turns out that production control as a whole is not only strict observance of all sanitary standards, but also the implementation of a complex of sanitary and anti-epidemic actions, consistent adherence to the state policy of the Russian Federation aimed at fulfilling the rights and freedoms guaranteed by the constitution for the country's population. Production control in all areas of the economy ensures the creation of a favorable environment for the development and prosperity of society as a whole in complete harmony with the world around it.
