Measures to ensure anti-terrorism security in an educational / educational institution
The security system is a set of organizational and technical measures. It is implemented by the Department of Science and Education, local government structures in cooperation with law enforcement units, authorities and other authorized bodies. The purpose of cooperation is to ensure the constant readiness of institutions for daily safe work, actions in emergency situations, as well as in the event of the likelihood of their threat. - Protection of the building and its territory for the timely identification and prevention of dangerous situations and manifestations.

The indicated tasks are realized by involving divisions of the Internal Affairs Directorate, employees of private security organizations that carry out their activities under license.
Engineering Strengthening
Counterterrorism security measures include the installation of metal locks, doors, gratings, fences, anti-ram and other devices. These devices are intended to help security officers in the performance of their duties in everyday life and in emergency situations. Organization of engineering equipment of the institution includes the following systems:
- Security alarm (including the perimeter of the fence).
- An alarm call (it can be formed locally or displayed on the appropriate phone).
- Television surveillance.
- Control and access restrictions. This system involves the establishment of a “framework” for the detection of explosives, weapons and other prohibited items.

This local act defines the main anti-terrorism measures in a school or other educational institution. In particular, the order establishes:
- Places of service and rest of the security guard, accommodation of his personal belongings.
- The order of functioning of the post, the duties of the employee. The latter can be established by the appropriate job description or rules.
Basic measures to prevent unauthorized access to the institution
To exclude strangers from staying in the building and in the adjacent territory, certain rules are established. In particular:
- Only authorized access for personnel, officials, students, vehicles, visitors is provided.
- The issuance of appropriate documents to citizens is organized, giving the right to pass / travel to the building and the territory.
- The registration, processing and issuance of passes is carried out, lists are compiled, other issues are resolved to coordinate the access of persons to the institution.
- Invalid documents for the right of authorized access are collected and destroyed in the prescribed manner. The order also defines the person responsible for the implementation of this event.
Oral and written application for visit
They are served at a guard post. Oral applications of persons without permits are recorded in a special journal. In the order of the head, responsible employees should be determined who have the right to issue permits for visiting, entry / exit of vehicles, oral orders, approval of applications submitted in writing for passage to an educational institution. Entrance of persons without permits should be carried out only upon presentation of an identity document by them and after registration in the appropriate journal.
Entry / import / export of the property of an educational institution is made upon presentation of the relevant authorization document with the approval of the materially responsible employees, established in the list. The list of officials should be given in the appendix to the order. The security service is obliged to control the compliance of the imported / imported or exported / exported property. The order of the head approves the list of teachers, specialists and officials with the right of round-the-clock access to the building. Additionally, a list of persons on duty is established.

Schedule

- Training hours.
- Total working time for every day.
- Breaks between school hours.
The schedule of work may indicate other activities carried out on working and non-working days, the time of their holding.
Responsible person
As a rule, he is the deputy director for life safety. His responsibilities include organizing before the start of each day of inspections:
- Security of the territory near the building (structures) of the educational institution.
- The state of seals installed on the doors of the emergency (emergency) exit.

- Personally, together with the on-duty teacher to monitor the arrival, adherence to the order of admission to the educational institution of students, teachers, other employees before starting classes, to carry out other anti-terrorism measures. If necessary, the responsible specialist should assist the protection and decide on the admission of children and adults in the absence of passes.
- Pay particular attention to checking the content of venues intended for public events. Such premises and sites include, in particular, lecture halls, sports halls, assembly halls, and venues in the nearby territory.
- Perform scheduled inspections of adherence to the access control regime, the procedure for maintaining and availability of documentation, serviceability and condition of technical security equipment, the content of evacuation exits at least 2 times a month, and carry out other anti-terrorism measures specified in the instructions. The results of the control are recorded by the responsible person in the register.
Responsibilities of the teaching staff
The teaching staff should:
- Arrive at your appointed time.
- Before the start of the lesson, check the premises visually for the absence of suspicious objects hazardous to the health and life of children, safety and serviceability of the equipment.
- Reception of visitors / parents at workplaces or in offices allocated for these purposes at the set time on working days.
- Make applications or issue permits for admission of adults to an educational institution exclusively in accordance with the procedure established in the order of the head.
Requirements for premises / facilities
The manager’s order determines specific employees who constantly monitor the safe maintenance and operation of equipment installed in the premises, ensure the safety of documentation and property, comply with the established regime, comply with the rules, timely cleaning and security. The production of temporary fire and other works that are dangerous is prohibited without the written permission of the director and in the absence of reliable fire-fighting measures.
In rooms and in places where equipment is located that poses an increased danger to people, standard warning signs must be installed. In classrooms, laboratories, classrooms, it is forbidden to store educational equipment, foreign objects and other property, perform experiments and other work not provided for in the approved list and program. Anti-terrorist measures include bringing warning signals, evacuation rules and material values to all students and employees of the institution. On the doors of the attic rooms, emergency exits, technical floors, basements and other areas locked, locks are installed indicating the name of the person responsible for their maintenance, the location of the keys.
Additionally
During training sessions or extra-curricular activities in rooms located on the ground floor, swing gratings (if any) must be with open locking devices. Locking is carried out at the end of the working day. Household waste, industrial and construction waste should only be collected in containers specially designated for this purpose, with their subsequent removal by appropriate transport. Lighting of the territory, all rooms, entrances to the building, sites should be kept in working, good condition.
