Over the past six years, a generic certificate has been in effect in Russia. This concept arose along with the national project "Health", which is aimed at the material interest of medical institutions in providing high-quality medical care.
What is a generic certificate for?
Under this program, it becomes profitable for medical workers to provide medical assistance to expectant mothers. This was done in order to minimize the number of abortions and thereby increase the birth rate. A birth certificate enables a pregnant woman to make an independent choice of antenatal care, as well as a maternity hospital. All this forces health workers to provide quality services, otherwise they will be left without work.
The birth certificate is valid in all maternity hospitals that have a license and an agreement with the Social Insurance Fund, it is he who is the source of financing.
The specified certificate can be obtained at the antenatal clinic, for women whose gestational age is 30 weeks. The main condition for obtaining a birth certificate is that a woman should be registered in this consultation for at least 12 weeks, if the above rules are not followed, obtaining a certificate and paying for services is impossible.
It’s not scary if a woman does not have a residence permit, she can receive such a birth certificate at her place of permanent residence. She will be issued the same certificate, only there will be a mark indicating the reason for the lack of registration. This document can be obtained not only by citizens of the Russian Federation, but also by all who legally reside in Russia. The issuance of this certificate does not depend on the age of the pregnant woman, her status and whether she works or not.
In order to receive a certificate it is necessary to present a document proving your identity, you must have a medical and pension insurance policy, in case of a paid consultation, you need an appropriate document that confirms this.
If you do not have insurance policies, this is not a reason for not issuing a certificate, it simply indicates the reason why they are not available, but if there are no documents confirming the identity and legality of residence in the Russian Federation, they will not be issued a certificate.
A generic certificate consists of:
- coupon number 1, which is needed to pay for services provided to a pregnant woman at the first stage of pregnancy in medical institutions;
- coupon number 2, which is designed to pay for services provided to women in maternity hospitals or perinatal centers;
- coupon number 3, which was introduced in 2007 and allows you to pay for services during the dispensary observation of a child until he reaches the age of one year.
After providing the first coupon, the women's consultation will receive money, of which a third part will be used to purchase the medications necessary for the provision of services, about 40% for the payment of the work of health workers, and the rest for the development of this institution.
Ticket number 2 is provided in the hospital, on which he also receives money, of which half goes to pay for labor, and the rest half to upgrade equipment and purchase medicines.
A birth certificate can be used to receive medical services that are provided for by the state program. Additional services, such as a TV or single room, are paid separately by patients.
The resulting coupons, or rather their roots, are given to doctors by future mothers themselves. If they believe that the quality of the services provided was poor or some services were not provided, women have the right to complain to the appropriate authorities.
