Anti-terrorist security is one of the most important and responsible elements for ensuring the security of any facility, and the Russian Ministry of Internal Affairs sets a number of requirements for this spectrum, especially when it comes to crowded places. In particular, the document determines the procedure for carrying out the relevant organizational and technical measures aimed mainly at ensuring the protection of crowded places from the possibility of terrorist acts, as well as control over the implementation of all these measures.
What is included here?
At such facilities, anti-terrorism security provides for the use of all necessary methods and means by which the possibility of terrorist acts could be minimized or excluded. It is worth noting that the objects of mass crowding are:
- Common areas of various settlements or urban districts.
- Specially designated territories outside the settlements, while having unlimited access to visit and on which more than 50 people can stay in different conditions at the same time.
At the same time, it is worth noting that such facilities should be provided with individual protection if they are not located on the territory of various federal executive bodies or of individual units related to their field of activity.
How should protection be provided?
The anti-terrorist security of such facilities includes the following tools:
- regular organizational measures aimed at ensuring the most effective protection of public places from the possibility of terrorist acts;
- use of the most modern information and communication technologies;
- equipping public facilities with all necessary engineering devices;
- ensuring full control in a single information space, and ensuring it in real time for continuous monitoring of the situation that develops in a trusted territory;
- carrying out all relevant measures aimed at ensuring the protection of information.
Among other things, anti-terrorism security is provided differently at various sites. Thus, public places can be recognized as potentially dangerous in relation to the possible commission of terrorist acts.
What categories are there?
Depending on the political, social and state significance, as well as the potential number and time of people in one place, it is planned to subdivide such objects into four main categories:
- An object of federal designation, on which simultaneous stay of people in the amount of more than 100 people is possible, or regional destination, if the simultaneous stay of people on it exceeds 200 people.
- A public place of federal destination where no more than 50 people can stay simultaneously or a certain object of regional destination where more than 100 people can be. Also in this category are various municipal facilities, which can simultaneously accommodate more than 200 people.
- A public place of regional importance, the simultaneous stay of people on which can be more than 50 people or an object of municipal importance, which can be more than 100 people.
- A public place of municipal importance, in which there can simultaneously be more than 50 people.
In this case, belonging to one or another category will have a direct impact on what the instruction on anti-terrorism security should be used. In other words, the category determines which mandatory measures should be taken to ensure the most effective protection against the possible commission of terrorist acts.
Protection equipment
Regardless of which category an object belongs to, the anti-terrorism safety manual includes a certain list of mandatory equipment. It:
- video monitoring system;
- warning system, as well as effective evacuation management;
- lighting system;
- specialized engineering means that may prevent any vehicles from entering the facility unauthorized.
Among other things, at the moment it is also planned to completely ban the parking of various vehicles near similar public places.
How to determine the necessary measures?
In order to determine what technical and organizational measures should be used that are necessary to ensure adequate protection of a public place, it is necessary to conduct a full examination of it by a special commission, which will also draw up a memo on anti-terrorism security.
Also, do not forget that you need to draw up a specialized safety data sheet for an object of mass stay of people, which will contain basic information about what this object is, as well as all the necessary information about tenants and employees of objects operating in the territory of this places. In addition, the passport must include the necessary data on the various organizations that serve the public place, and on the works of monumental art located on the territory of the public place. Ultimately, information about engineering equipment is inserted into the passport, as well as conclusions about how reliable the public space is, as well as recommendations for strengthening anti-terrorism security and other information.
Responsibility
Responsibility for how correctly organizational measures are carried out aimed at ensuring the anti-terrorism security of various objects is vested in the state authorities of the constituent entities of the Russian Federation, as well as the relevant local authorities in the area of which these public places are located. In the event that measures are not followed, as a result of which there is a risk of any terrorist threat, then all officials responsible for the implementation of the relevant measures should be held accountable. In particular, this information should include a counter-terrorism safety memo.
What is the situation like today?
Recently, the terrorist threat has become more real. Given the general situation, recently many measures have been taken to strengthen anti-terrorism security. It is worth noting that this strengthening applies to both technical equipment and staff training.
Against the background of the aggravation of the international situation in the Middle East and Ukraine, serious threats from various terrorist organizations have been sent to Russia, in connection with which the total number of tools used is increasing, and anti-terrorist security of personnel at various crowded places is regularly briefed.
Specialized inspections are regularly conducted by the anti-terrorist commission, which has established a list of potentially dangerous objects. Instructions on anti-terrorist security are mainly carried out not only in places of mass presence of the population, but also in life support facilities, as well as in consumer and retail markets, which can also be attacked.
The managers of the facilities included in this list must necessarily provide the staff, as well as citizens staying in this territory, with appropriate technical and organizational measures aimed at achieving maximum safety.
How to provide protection?
It is worth noting the main list of measures aimed at enhancing the antiterrorist security of institutions and crowded places:
- development and subsequent coordination with law enforcement agencies of special passports;
- knowledge, as well as fulfillment by the staff of all the requirements established in the instructions for action in the event of a terrorist threat;
- organization of physical security of facilities with the involvement of specialized organizations or by the personnel of this institution;
- organization of effective interaction with relevant law enforcement agencies.
Technical means
At the same time, it is worth noting the fact that anti-terrorism security measures also include a number of technical measures, such as:
- equipping facilities with manual or full frame metal detectors;
- installation of specialized video surveillance systems;
- use of emergency police call button;
- lighting and fencing of the territory.
Strengthening security with modern organizations
In particular, the antiterrorist security of facilities has recently begun to be strengthened by many companies due to increased security, clarification of the duties of all security personnel, as well as work aimed at increasing vigilance on the part of personnel. Among other things, you regularly need to conduct a full-fledged examination of various rooms or separate buildings for the presence of hiding places with any poisonous substances or explosives.
Housing checks
At objects belonging to the housing and communal sector, constant work is carried out with staff aimed at increasing the vigilance of employees in the event that any foreign objects are found in the entrances of houses or in the adjoining territory. In addition, constant rounds and examinations of basements, attics and roofs of residential buildings or any empty premises are also carried out, as they may contain hiding places in which weapons or explosives are stored .
Especially the provision of anti-terrorism security is required in the process of conducting various sports events or cultural and entertainment events. In the overwhelming majority of cases, the venue for such events is initially thoroughly examined, involving a police officer, the FSB and the MKU.
At any such facility, appropriate training should be held at least monthly with employees of various security companies and personnel, aimed at working out all the necessary methods to prevent the possible commission of terrorist acts, as well as identifying any weaknesses in providing anti-terrorist protection to institutions.
