The implementation of construction, survey and design activities in the professional field requires the appropriate skills of performers. Safety standards and standards in the construction industry are developed with the expectation of ensuring the proper technical and operational properties of the facility. To exclude access to the activities of this kind of non-professionals, the licensing system was previously in place. However, today, in a sense, the pass to work on responsible construction projects is the SRO certificate. What kind of document is this? In fact, this is the same license, but in an expanded form. It gives the right to the owner to engage in the work of the profile specified in the certificate.
General information about SRO and its certificate
The SRO Institute was formed in Russia at the legislative level only a few years ago. It can be deciphered as "a self-regulatory community of professionals in a particular field of construction." At the same time, the membership of the SRO in this area is indirect in some cases. For example, the certificate of an SRO of appraisers most likely covers the real estate sector and relates to the interests of specialists working with ready-made construction objects. Nevertheless, at the stages of project development, the assistance of an appraiser can be involved.
Why do we need self-regulatory communities? First of all, they perform the function of uniting and assisting specialists in a particular industry. Help can be expressed in various forms - from the legal support of a participant to the provision of services aimed at continuing education. The ability to provide services already for its part gives the SRO certificate by default. What is this from the point of view of the community member? On the one hand, the certificate legitimizes the presence of its owner in the market of services offered by him, which were confirmed by a special commission. On the other hand, it gives you the opportunity to enjoy the privileges extended to members of a particular community.
Types of organization SRO
There are two basic principles by which communities of professionals of this type are organized. The first is called industry. Such communities bring together professionals of a particular specialization across the country. That is, both metropolitan surveyors and workers of this profile from the regions can be part of a community located, for example, in Moscow. A sign of belonging in this case will also be a certificate of self-regulatory organization. Engineering surveys can be the core area on which this community is built. This means that the organization cannot include designers, the same evaluators, architects or specialists of other profiles.
Another type of organization is called regional. In this case, the union is more likely based on the membership of the participants in a particular region. For example, in a certain region or region in this way specialists of different directions can be united, but with the corresponding SRO certificate. Design, geodetic work, or paving device - any qualified representative of one of these profiles can be included in this SRO.
Types of Certificate
Actually, certificates from self-regulatory organizations of this type are classified by the type of work performed by the owner of the document. Even upon entry, the nature of the services that the participant will provide is determined. This can be all of the above professional areas, including design, installation and excavation, architecture, maintenance of utilities, roofing, etc. Again, all of these types of certificates of self-regulatory organizations can be issued in one organization, if it is arranged according to the regional principle. That is, in a certain region, on the basis of a community of professionals, the commission issues certificates to both appraisers and architects. If we are talking about the industry principle of SRO, then the community has the right to interact with only one of the profiles.
How to get an SRO certificate?
Before starting the procedure for obtaining a certificate, you should familiarize yourself with the rules for joining a particular community, since they can have their own nuances in each individual organization. Attention should be paid to two main aspects - the availability of a complete list of documents required for registration, and work experience. In general, qualification is one of the basic conditions for obtaining an SRO certificate. What does this mean at the entry stage? The commission will check the documents on the education of the newcomer or a group of people included in his company, as well as their work experience. Now it is worthwhile to examine in more detail the documents required for entry and obtaining a certificate. The standard list includes the charter of the incoming company, certificates of PSRN and TIN, company details, etc. That is, a certificate can be received by one specialist privately, and the whole organization.
Contributions
Specific bids vary by community. The size of contributions is influenced by many factors: from the region where the SRO is located to the number of participants. On average, the initial entry fee is 50-70 thousand rubles. Next, each month, the participant must pay 5-10 thousand. And this is not counting the insurance premiums, which are calculated individually. Certificates are also paid separately, which can be an addition to the SRO certificate of admission. What does this mean in practice? For example, a specialist serving utility networks already has the appropriate admission with a certain list of work operations that he has the right to perform. However, to work in hazardous facilities where similar maintenance of engineering channels is required, he may require a special certificate.
How to choose a CPO?
First of all, community specialization is taken into account. From the point of view of the prospects for further growth, it is nevertheless recommended to turn to industry-specific SROs, since the level of professionalism in them is higher. Another thing is that narrow specialization often determines a small number of participants, and this also means low resource potential. For example, a small design SRO, the certificate of which makes it possible to fulfill the tasks of developing technical documents, can hardly provide support in the form of a large loan or advanced training for a large number of company employees.
Conclusion
In the circles of specialists themselves, the attitude to the functions of SROs is very different. Some criticize the community for the lack of the full range of opportunities that are announced at the reception stage. And others successfully realize the legal and technical-organizational potential that gives evidence of SRO. What does this mean in practice? A standard example: a small company joins the organization, gets the right to carry out specialized work and, as the community platform is actively used, develops its own potential. Assistance from SROs in such cases is expressed not only in financial support and advanced training, but also in the provision of customer bases, advertising, assistance in a technical organization, etc.
