In 2009, the authorities of Russia and Belarus concluded an agreement under which the rights of their citizens became equal regardless of the territory of their residence. This means that Belarusians in the Russian Federation have the same rights as Russians, and vice versa.
Belarusians opened up a wide range of opportunities in Russia. Among the main advantages of their special status are:
- unhindered crossing of the state border of the Russian Federation;
- no need to fill out migration cards;
- free movement through the territory of Russia and the possibility of living in all regions of the country;
- the possibility of formal employment without a prior patent and work permit.
Other foreign citizens cannot boast of such privileges. These benefits allow citizens of Belarus to live in Russia without obtaining a residence permit and registration.
A residence permit in Russia is necessary for Belarusians when they plan to obtain citizenship of the Russian Federation in the future. It is also impossible to obtain permanent registration without a residence permit. She, in turn, allows you to:
- enroll a child in kindergarten, school;
- Served free of charge in state medical institutions;
- to do business.
Terms of receipt
The conditions for obtaining a residence permit for a Belarusian in Russia differ little from the requirements for other foreign citizens. However, the special status allows citizens of the Republic of Belarus to avoid a number of bureaucratic procedures. Among these formalities are:
- the need for preliminary registration of the RVP;
- living legally in Russia for more than 12 months continuously;
- providing documents confirming knowledge of the Russian language, as well as the laws and history of Russia.
In fact, Belarusians draw up a residence permit according to a simplified scheme. You need to apply for a residence permit at the offices of the State Department of the Ministry of Internal Affairs of Russia in the region of residence.
Documentation
As mentioned above, the procedure for obtaining a residence permit for citizens of Belarus is simplified. However, this does not mean that they need to submit fewer papers to the GU MVD than to other foreigners. It is impossible to obtain a residence permit in Russia for Belarus without the following documents:
- two copies of a personal questionnaire for the issuance of a document,
- passports of a citizen of Belarus;
- four 35 × 45 mm photo cards (they can be submitted both in color and in black and white);
- a document confirming the availability of a place to stay (contract of sale or rental of housing with the owner);
- securities confirming the existence of legal income (funds should allow to fully provide for the family);
- medical certificates and certificates on the absence of serious diseases,
- receipts on payment of state duty.
In situations where a residence permit is issued for persons under the age of 18, the documents must be supplemented by a birth certificate.
Deadlines
As a rule, the decision-making period for a residence permit in Russia for Belarusians is up to 90 days. During this period, the internal affairs bodies are carefully checking the reality of the information provided by the immigrant. After that, a decision is made on granting a residence permit or rejecting an application. The cost of a residence permit in Russia for Belarusians is determined by the size of the state duty. According to Russian tax legislation, in 2017 it is 3.5 thousand rubles.
Renewal
Like immigrants from other countries, citizens of Belarus receive a residence permit for 5 years. It is noteworthy that the document can be renewed repeatedly. For the extension, you also need to file a petition with the departments of the GU Ministry of Internal Affairs. The list of required documents includes:
- application for renewal;
- Belarusian passport ;
- original residence permit;
- receipt of payment of duty (3.5 thousand rubles);
- 2 photos;
- confirmation of the place of permanent residence.
In addition, you must submit a document confirming the existence of legal income. Its size should be at least the cost of living in a particular region. An important condition for the extension is the absence of administrative and other offenses.
The extension of the residence permit is not more than 3 months, as with the initial application.
Immigrant Responsibilities in Russia
In addition to various privileges, citizens of Belarus who received a residence permit in Russia have a number of responsibilities:
- compliance with laws and the Constitution of the Russian Federation;
- permanent residence (absence in Russia for no more than six months in total);
- annual confirmation of residence (notification to the Ministry of Internal Affairs).
Failure to comply with these requirements may result in cancellation of the document.
