Lists of preferential drugs of the Russian Federation. Rules for obtaining preferential medicines

Lists of preferential drugs in the Russian Federation are approved annually. This is an important list, because for many patients their receipt is the key to preserving life and health. According to statistics, today about twenty million Russians belong to the categories of various beneficiaries. They are entitled to these drugs, which are provided to them for free. It should be noted that after the social reform on the monetization of benefits, only about four million people enjoy their right to the full extent. The rest prefer monetary compensation. This article will discuss which categories of preferential care are currently available, and which drugs they can get in connection with this.

Lists of preferential drugs

Lists of preferential drugs are approved by the government of the Russian Federation every year. The normative act that approves their list is an order of the federal Ministry of Health. It was originally adopted in 2006. It is known as a document confirming the list of necessary drugs that are dispensed with a doctor’s prescription when providing additional medical care to certain groups of citizens. It is important that they have the statutory right to provide them with social assistance from the state.

Edits to this document are made on a regular basis, some drugs are excluded from this list, while others are added. It is worth noting that at present, almost any disease can be cured with the help of certain free medicines. In 2018 and 2019, the federal list of preferential drugs included all categories of drugs. Regional Drug Preferential List

What drugs from the list of preferential drugs can be prescribed in each case? It is better to check with your doctor. He has comprehensive information. You can also do this with a representative of an insurance medical organization that directly pays for treatment, that is, in a company where you have a compulsory or voluntary medical insurance policy. You can always clarify with them whether this or that remedy is included in the list of preferential medicines, whether there are chances to get it in case of your problem.

Preferential preparations for patients are prescribed by the attending physician, based on the results of medical indications. It must be emphasized that the recipes must be certified by the head of the department.

On the prescription for a preferential drug, its validity period is mandatory. As a rule, it is one month. During this period, the patient can get the medicine he needs at the pharmacy. If the drug is not available, the pharmacist can offer an analogue thereof. The prescription can be extended, in which case the pharmacy is obliged to arrange for the delivery of the required medicine in a 10-day period.

When there is a need to continue treatment, as well as if the prescription is lost, the doctor must write it again.

An important point: according to the prescription you can get the drug, any person to whom this recipe will be transferred. That is, the patient himself or the veteran personally does not need to come to the pharmacy. A relative or social worker can do this for him.

Federal List of Preferential Medicines

The list of preferential medicines for children in Russia is also approved. All children under three years of age are provided with free medicines, and those who grow up in a large family enjoy this benefit up to six years. The same category includes babies who suffer life-threatening or simply rare diseases, the treatment of which costs a significant amount.

To count on a list of preferential medicines for up to a year, it is enough to register the baby at the place of residence, and then get SNILS in the pension fund department and medical policy. These documents will be enough to be eligible for free drugs in full in the future.

When there was no medicine

List of preferential medicines for children

It is worth recognizing that often patients have to deal with a situation when there is simply no drug from the list (list) of preferential drugs in the pharmacy.

If the medication is not available at the pharmacy temporarily, and it is also impossible to replace it with a similar drug, the prescription must be registered. After this, the management of the pharmacy and local government or health department is required to take urgent measures so that the drug is received as soon as possible.

When this happens, the patient is contacted by telephone. If the delay becomes too long, the patient may complain to a higher authority or to the head doctor of the medical institution in which he is served.

There is a free hotline telephone in Russia. Specialists are ready to give comprehensive information about the availability of drugs from the list of preferential drugs for federal benefits in a particular pharmacy. The number can be used free of charge throughout Russia.

Number of medicines

For 2017, 646 drugs were included in the list of preferential drugs for pensioners and other categories that can count on their receipt. An exhaustive list is given in the orders of the Ministry of Health and in the relevant decree of the federal government.

In 2018, amendments were made, based on which about a hundred more items were added to this list.

Regional benefits

Rules for obtaining preferential medicines

There is also such a thing as a regional preferential list of medicines. Currently, in Russia it operates in almost all regions and republics, making it possible to get free medicines for the poor categories of the population without problems. This measure of social support that is in demand today is implemented within the framework of the state program "Health".

It is worth noting that the conditions for obtaining drugs in different regions may differ from each other. As a rule, each entity has its own list of medicines that are provided to certain categories of citizens for free or are sold in pharmacies with substantial discounts. For example, people with disabilities, senior citizens, and young children can count on a list of prescription drugs.

But not everywhere the situation is similar. In some entities, a list of diseases is determined on the basis of which the drug can be given free of charge to any resident registered in the territory of this region.

The exact list of drugs that can be obtained by regional benefit varies from region to region. As a rule, the following medicines can be obtained for free or at a substantial discount:

  • drugs for cardiovascular diseases;
  • analgesics;
  • anti-Parkinsonian;
  • antiepileptic;
  • psycholeptics;
  • anti-infectious;
  • anticholinesterase;
  • antitumor;
  • for blood coagulation;
  • to strengthen bones;
  • antihistamines;
  • for the intestines;
  • against diabetes;
  • thyroid hormones;
  • for kidney treatment;
  • anti-asthmatic;
  • ophthalmic.

Diabetes

List of preferential drugs in the group

Let us consider in more detail how this works on the example of a specific disease. Let's say it will be diabetes. The list of preferential drugs for type 2 diabetes regulates the delivery of those medicines that are identified as state aid to patients. It is worth remembering that this is a very insidious disease, with the progression of which there are all kinds of complications. As a complication, gangrene can develop, vision is impaired, kidney or liver dysfunction is formed.

In this situation, the patient may well be simply disabled. It is especially important to be treated if the citizen's profession is related to driving cars, requires a high concentration of attention or control of complex mechanisms.

The cost of many drugs that help with diabetes is very high. Therefore, the state provides social assistance, in particular, provides certain medicines free of charge, pays for disability pension.

Diabetics are given preferential drugs. Moreover, when confirming disability, the patient can even count on receiving a full medical social package, that is, the opportunity to relax for free in the dispensary once every three years.

The benefits that a diabetic can count on depend on what type of disease he has been diagnosed with. In the first type, patients can get free syringes for injections and insulin, a device for monitoring blood sugar levels with test strips for it (at the rate of three pieces per day).

If a patient has "earned" a disability as a result of the development of diabetes, he is entitled to an expensive drug that is not included in the list of free preferential medicines. It is prescribed only as prescribed by the doctor.

In diabetes mellitus of the second type, the patient has the right to a glucometer with test strips and hypoglycemic drugs.

On the group

The medicines that people with disabilities can count on vary depending on which disability group they were assigned to.

When you receive drugs from the list of preferential drugs in the group, you will also need to get a prescription from your doctor. It is imperative to provide a specific list of documents. It is very small, but without it you will have difficulty in processing all the necessary papers.

In order for everything to be framed as soon as possible, you will need to provide the following documents to the doctor at the appointment:

  • passport of a citizen of the Russian Federation or other document proving your identity;
  • a document that confirms your right to receive the drug from the list of preferential drugs on the group;
  • certificate from the state body that you really get all kinds of social services on disability for free.

Based on this short list of documents, you can get a prescription for a free medicine on preferential terms.
