The Republic of Crimea and Sevastopol became part of the Russian Federation in March 2014. The program for issuing maternity capital for Crimeans was organized on January 1, 2015, it is based on the provisions of the law "On Maternity Capital". The law gives the right to receive funds at birth / guardianship / adoption of the second, third and subsequent children.
Ukrainian system of demographic incentives
Prior to the entry of Crimea into the Russian Federation , the Ukrainian civil stimulation procedure was in effect on the territory of the republic. The accrual of financial assistance for the first child amounted to 117,648 rubles from the hryvnia for a two-year period, for the second child 235,296 rubles for a four-year period and for subsequent children - 470,592 rubles for a six-year period.
The maternity capital for Crimeans was preserved for mothers of those children who were born during the period from March 21 to the end of 2014. However, since the beginning of next year, the payment amounted to 453,026 rubles.
Support measures for Russian families
Maternity capital for Crimeans is paid on the entire Crimean peninsula in accordance with the law "On Maternity Capital". Family capital is implemented for the following measures to support mothers.
Housing:
- for the purchase, construction or reconstruction of new or current housing;
- as payment of the down payment for a loan or mortgage;
- as payment of the main debt on a loan or mortgage.
Educational:
- as payment for budgetary educational events with state accreditation;
- as payment for childcare or childcare in specialized institutions;
- to pay for housing and communal services of the hostel for the period of study.
Pension-savings:
- as an urgent pension payment (when calculating, not counting payments on maternity capital, all pension savings funds of the certificate holder credited to her personal account with the Pension Fund are taken into account);
- as a lump-sum payment (issued if it is less than 5% of the amount of the pension paid in old age; a single payment is issued upon loss of the breadwinner or in disability, if citizens have not received the right to receive an old-age pension insurance benefit due to a lack of mandatory length of service) .
Implementation of a support program in the Crimea
The right to pay maternity capital in Crimea are:
- mothers with Russian citizenship who have given birth or adopt a second and subsequent children;
- the guardian (male) who adopted the second and subsequent children;
- a father (guardian) who has a different citizenship if the mother (guardian) was deprived of the right to civil support from the state due to deprivation of parental rights, a crime over a child, or because of death.
A minor child (also an adult child), who is studying full-time in an educational institution, shall receive funds until the completion of education, but not longer than before reaching the age of twenty-three if the parents (guardians) or single parent (guardian) were deprived of the right to civil support from the state.
Below are the documents on maternity capital for Crimeans, necessary for registration and receipt of a certificate of payment. It:
- proof of identity of a citizen of the Russian Federation;
- birth certificates of children in which the citizenship of the parents is indicated;
- documents proving the citizenship of the Russian Federation of children or another state;
- documents proving the identity, place of residence and the rights of a legal authorized or authorized person.
Regional maternity capital in Crimea
The positive side of child assistance payments is that benefits paid earlier by the Ukrainian side have been preserved. At the moment, accruals come from the state budget of the Russian Federation. Social protection authorities give assistance to citizens during pregnancy and childbirth, in the adoption of children, one-time at birth, large families.
Peninsular Demographic Trends
As of January 1, 2017, the population of the peninsula is 2,340,921. Currently, Crimea has the smallest birth rate in Russia. Fertility in the Crimea continues to decline. In 2017, 426 fewer children were born than in 2016. But mortality also decreased by 172 people. Additional measures of material support should significantly increase the birth rate in the region.
Last changes
In 2017, maternity capital in the Crimea will remain indivisible. According to public servants, dividing capital into small payments will lead to unproductive spending of cash assistance. As for the mortgage, it can be taken only at banks and organizations controlled by the Central Bank. Maternity capital for Crimeans will be issued to parents (guardians) until the end of 2018 inclusive. This means that by this time a second or subsequent children should appear in the family. The Ministry of Labor proposes to extend the project for calculating maternity capital for another six years, which should stimulate the birth rate in the region.
