The legislation requires educational institutions to have a special document - a license. It is issued by competent executive structures after an examination.
When is a document needed?
Educational activity involves training and education in the interests of society, the individual and the state. At the same time, a certain level of knowledge is established, which students must have. An authorization is not required if:
- Classes are held in the form of seminars, master classes, and trainings.
- The institution does not issue education documents or qualify.
- Individual work is underway, including in the field of professional retraining.
In all other cases, the institution receives a permit. Moreover, the organization can act as:
- Job seeker. This status is possessed by institutions that first applied for a document.
- Licensee In this case, the organization already has a permit.
- Assignee. In this capacity, the institution receives a new name or status in the process of reorganization, but can use previously issued permits.
The license is granted, as mentioned above, after the examination. During it, the authorized structures verify the compliance of programs, resources, conditions with the requirements and standards. At the end of the examination, an opinion is issued.
Renewal of a license for educational activities (application form)
The legislation defines cases when an institution that has a permit must update it. An application for renewal of a license for the right to carry out educational activities of a preschool educational institution or other educational institution shall be submitted when
- Change the basic information about the organization. In particular, we are talking about the name, address of the legal entity, passport data and the place of residence of the individual entrepreneur.
- There was an accession of a person who had a permit.
- The services or programs used by the institution have changed.
- The need to bring information about the institution in accordance with the requirements of the law.
Form and sample of filling out an application for renewal of a license for educational activities

- The name of the authority issuing the permit.

An application for renewal of a license for educational activity may be sent in electronic form. Moreover, it must be authenticated with a digital signature. In practice, representatives of institutions independently bring all documents to authorized authorities. Specialists take papers, check completeness, issue a receipt in which the inventory is present. After that, the completeness and reliability of the information is checked. If any errors, shortcomings are found, then the application for renewal of the license for educational activity will not be satisfied. In this case, the competent authority sends a letter stating which violations need to be corrected and at what time.
The timing
In general, an application for renewal of a license for educational activity is considered within 10 days. The countdown starts from the date all documents are submitted. However, the applicant may receive a letter from the authorized authority in the first three days after the delivery of papers. Such a situation is possible in case of revealing gaps in the information provided. Updated data must be sent within a month. If they are not provided within this period, the application is canceled. If the appeal was due to the need to update the list of programs, branches, addresses, documents are considered within 45 days.
Additionally
If the applicant is refused, the authorized body will send a letter. It expresses a decision and motivation. If other organizations with which the institution interacts do not provide the information necessary for re-issuing in a timely manner, the period for consideration of the application may be suspended. The legislation allows amendments to a certain part of the permitting document. If the appeal is satisfied by the competent authority, an appropriate order is issued.
Normative base
The new application form for registration and renewal of a license to carry out educational activities is mentioned in the Federal Law No. 273 (as amended by Law No. 238). Previously issued permits and certificates of state accreditation needed to be updated before 01.01.2017. To bring the activity into line with Federal Law No. 273, renewal of licenses had to be done before 01.01.2016. In the specified period, the annexes to permits should also be updated, containing information on the types and levels of training (for vocational training institutions - information on specialties, directions, professions, qualifications).
Exceptions
The license or its annexes are not reissued when:
- Changing the name of the address of the institution.
- The presence of a technical error.
- Changing the name of the service delivery address.
If technical errors / typos are identified in the issued license or applications, the competent authority replaces them. In Art. 333.18 of the Tax Code (Clause 2), it is established that the state duty is not paid when correcting deficiencies made by the authorized authority that provided the documents.
Subjects
The federal body authorized to issue licenses is Rosobrnadzor. This authority provides permits to the following persons:
- Organizations conducting training in higher education programs.
- Federal vocational educational institutions providing training in disciplines related to defense in the areas of defense industry products, internal affairs, security, national guard troops, communications, transport, science-intensive production, nuclear energy in the specialties, the list of which is established by government decree No. 437.
- Russian organizations located abroad, created under the terms of international treaties, foreign agencies of the Ministry of Foreign Affairs.
- Foreign educational institutions conducting training at the location of the branch in Russia.
Direct submission of permits is carried out by structural divisions of Rosobrnadzor. Each region has a licensing authority — a department, committee, or ministry.
