Quarantine certificate: why you need it, where and how to get it

A quarantine certificate is a sanitary document confirming that imported and exported plants (including vegetables) are protected from pests, do not have infectious diseases and were grown in regions with favorable conditions.

Why do I need supporting documents?

All products on the basis of plant or animal origin, which are imported into the territory of the Russian Federation, according to the rules, need to be confirmed with an appropriate document on passing a quarantine check. This document serves as evidence that the goods are imported from environmentally friendly regions of production. Customs rules are based on a list of goods allowed to be imported and exported that pass a sanitary-quarantine mandatory inspection. Inspected products are considered safe for human health and harmless to nature and the environment.

Products exported from the Russian Federation are also tested in specialized institutions of the country, the purpose of which is to confirm the fact that the products are of appropriate quality and are not parasitically infected.

How to make out

In order to issue a quarantine certificate, the applicant must provide a certain package of documents:

- statement;

- copies of registration certificate;

- TIN;

- A copy of the contract for the rental of storage facilities to ensure the safety of products;

- a confirmation document on the disinfection treatment of the premises intended for storage of goods;

- information on importers and exporters, as well as statutory requirements for products intended for import.

As a rule, within a month a decision is made on extradition or refusal with a description of the reasons. After assigning an individual number to the certificate, a few days later it is sent to the applicant.

In order to transport an animal beyond its habitual territory, it is necessary to draw up accompanying documents in electronic form or on paper.   • The certificate of international standard is valid for 3 months subject to the conditions of keeping the animal in places not infected with any diseases, and this is confirmed by the public service of the host country.

This type of document is issued after the doctor has examined the animal, in the passport of which there should be marks on the date of the last vaccination, including rabies. The movement of the animal is allowed for at least a month after vaccination for those animals that were vaccinated for the first time, and at least 2 weeks after re-vaccination. However, in some cases, customs authorities have the right to request other documents. Therefore, exporters are urged to prepare the entire package of documents, including a quarantine certificate. The presence of the above documents confirms the compliance of the goods with the established rules for ensuring quarantine in plants.

What phytoproducts are included in the concept of quarantine?

This type of product includes:

- crops, as well as forest and ornamental subspecies, including wild ones;

- Freshly grown fruits and vegetables, garden and wild berries;

- grain and processed products of grain crops and crops intended for yarn;

- medicinal plants;

- dried fruits of vegetable crops;

- insects, which can become pathogens of phytobiological diseases;
