A quarantine certificate is a sanitary document confirming that imported and exported plants (including vegetables) are protected from pests, do not have infectious diseases and were grown in regions with favorable conditions.
Why do I need supporting documents?
All products on the basis of plant or animal origin, which are imported into the territory of the Russian Federation, according to the rules, need to be confirmed with an appropriate document on passing a quarantine check. This document serves as evidence that the goods are imported from environmentally friendly regions of production. Customs rules are based on a list of goods allowed to be imported and exported that pass a sanitary-quarantine mandatory inspection. Inspected products are considered safe for human health and harmless to nature and the environment.
After passing this check, an appropriate quarantine certificate for the product is issued, confirming that the product has passed the infection test.
Products exported from the Russian Federation are also tested in specialized institutions of the country, the purpose of which is to confirm the fact that the products are of appropriate quality and are not parasitically infected.
How to make out
In order to issue a quarantine certificate, the applicant must provide a certain package of documents:
- statement;
- copies of registration certificate;
- TIN;
- A copy of the contract for the rental of storage facilities to ensure the safety of products;
- a confirmation document on the disinfection treatment of the premises intended for storage of goods;
- information on importers and exporters, as well as statutory requirements for products intended for import.
When the package of necessary documents is ready, an application for a certificate is submitted. As a rule, within a month a decision is made on extradition or refusal with a description of the reasons. After assigning an individual number to the certificate, a few days later it is sent to the applicant.
Issued certificates for products of animal or vegetable origin are valid for 2 weeks. After this period, the document is re-registered.
Veterinary certificate
In order to transport an animal beyond its habitual territory, it is necessary to draw up accompanying documents in electronic form or on paper. For this, a special veterinary certificate is issued (the form number depends on the place of movement), which must be assured of the veterinary department in your city.
Veterinary certificate is a document confirming the absence of infection of imported and exported animals (cattle, poultry, pets), as well as their processed products, and certifying their origin from environmentally friendly non-infectious regions.
When transporting an animal to Kazakhstan or Belarus, a special certificate of the Customs Union is required. First, a certificate of the appropriate form is issued, and already at the border at the border control point after checking the animal by specialists, it is replaced with a veterinary certificate.
Validity periods of veterinary accompanying documents
It is issued for the movement of goods or animals only within the city.
Copies of issued documents with unclear data, blurry ink, different handwritings, without indicating the name and position of the person who issued the certificate, are considered invalid. This type of document is valid for 3 days from the date of execution.
- Veterinary certificate form 1.
Issued in animals, including eggs, the egg is in the incubation stage. Valid for 3 days from the date of issue. It is drawn up, as a rule, during the transit movement of an animal through the Schengen countries.
- Veterinary certificate form 2.
It is issued for meat products, dairy products, poultry processed products, honey, fish products. Valid for 3 days from the date of issue.
- Veterinary certificate form 3.
It is issued when transporting fluff, hides, dressing, blood, bones, wool and other products of animal origin, including feed, fertilizer. Valid for 3 days from the date of registration.

- The certificate of international standard is valid for 3 months subject to the conditions of keeping the animal in places not infected with any diseases, and this is confirmed by the public service of the host country.
How to get veterinary documents for accompaniment?
This type of document is issued after the doctor has examined the animal, in the passport of which there should be marks on the date of the last vaccination, including rabies. The movement of the animal is allowed for at least a month after vaccination for those animals that were vaccinated for the first time, and at least 2 weeks after re-vaccination. All documents are issued by the city veterinary station.
What do you need to carry with you when transporting an animal outside its habitat?
In order to take an animal abroad, you must adhere to a number of mandatory requirements not only of your country, but also of the state where you need to transport it.
To do this, you need to preoccupy yourself with the preparation for transportation:
- Know all the requirements for the export and import of animals.
- Translate the requirements for import and export into Russian and countries of destination. You may also need a translation into international English.
- Visit the city station or its branches in the city of residence, specifying who issues the necessary certificates, showing that there is a translation of all the necessary requirements into other languages. Specialists may need special measures to prepare the animal for transportation.
- 5 days before the moment of the animal’s exportation, the corresponding veterinary certificate of the required form is issued in the same institution. When exported to Ukraine, cats need to undergo additional research on a number of pathogens.
Features of export certificates
When importing into the territory of the Russian Federation and exporting to other regions with favorable environmental conditions, where there are no quarantine areas, according to the established rules, transportation is allowed if there is a phytosanitary certificate for export. However, in some cases, customs authorities have the right to request other documents. Therefore, exporters are urged to prepare the entire package of documents, including a quarantine certificate. The presence of the above documents confirms the compliance of the goods with the established rules for ensuring quarantine in plants.
What phytoproducts are included in the concept of quarantine?
This type of product includes:
- crops, as well as forest and ornamental subspecies, including wild ones;
- Freshly grown fruits and vegetables, garden and wild berries;
- grain and processed products of grain crops and crops intended for yarn;
- medicinal plants;
- dried fruits of vegetable crops;
- insects, which can become pathogens of phytobiological diseases;
- wood and soil;
- grass, including dried.
What documents are required to export phytoproducts?
Each delivery, including such products for export from the country, must have a permit phytosanitary certificate for export (FSS).
However, there is another feature that is widely used by importers. It is allowed to import phytoproducts to the territory free from quarantine areas under the quarantine certificate (COP) issued in accordance with the rules for the transportation of plant products. The presence of such a certificate is mandatory at the places of reception of phytoproducts at the destination with the execution of the relevant act.
Where to get phytosanitary certificate?
The answer to the question of who issues the certificate in question is simple. Certificates required for the export and import of plant products are issued by the plant quarantine supervision department on the basis of permission to provide this public service.
The decision to issue phytosanitary and quarantine certificates is made within 3 days from the date of application. From the moment of issue, the document is considered valid within 2 weeks for crossing the border with phytoproducts when imported into the Schengen countries and within a month - when exported to other countries outside the EU zone.

When filling out applications for certificates, you must provide:
- a copy of the contract in connection with the conclusion of which phytoproducts are transported:
- a copy of an identity document;
- a conclusion on the phytosanitary condition of transported products.
