The northern pension is accrued to those who work in difficult climatic conditions that are unhealthy. Therefore, standard payments increase. This applies only to the Far North and territories equated to it.
History of the emergence of the northern pension
The issue of increased pension payments to people working in harsh climatic conditions was raised back in the 30s. This was necessary, since most of Russia is located in the northern regions. Therefore, additional payments received this name. “Northern” are provided subject to a formalized working relationship. They must be recorded in the work book.
Description of the Northern Payments
Workers in the Far North (KS) and equivalent regions are accrued northern pension. How many years should be seniority? To get the “northern” - at least 20 years for men and 15 for women when working at the COP. At the same time, the retirement period is 55 and 50 years, respectively. The total length of service must be at least 25 and 20 years.
In areas that are equated to the Far North, one year is equal to nine months of work directly in severe climatic conditions. After 6.7 years of service at the COP, each next working year reduces the retirement period by four months. As a result, these people stop compulsory work much earlier.
What do you need to calculate the northern pension?
When calculating a pension, only the actual calendar northern experience for the pension is taken into account. The period of stay on the labor exchange is not taken into account. As well as part-time. Except in those cases when a person worked simultaneously in two organizations. Seniority includes maternity leave (both before and after childbirth). One of the main conditions for obtaining a northern pension is permanent residence in the Far North or equivalent territories. This is the area beyond the Arctic Circle. In this case, severe climatic conditions are also taken into account.
Privileges
In order to find out how much the northern pension will be in monetary terms, it is necessary to consider all the existing benefits:
- Fixed payments are the material amount of the allowance. This does not take into account the correction factor and other additives. The average payout is 6,000 rubles.
- Early appointment gives a person the right to retire earlier and start receiving benefits. For example, the northern pension for women is accrued if there is an experience of 20 years. But when working in harsh climatic conditions, this period can be reduced by a quarter. And if a woman worked at enterprises where there were difficult working conditions, then the experience is reduced by 10 years.
- The district coefficient is a special indicator that determines the severity of working conditions in a given area. The maximum value is two. For example, this coefficient is used in Yakutia (in the village of Ust-Kuyga) and the Nizhnekolymsky district. The minimum value is "1.15". It is used in Karelia. When calculating the northern pension, the district coefficient is added to the fixed pension.
- The calculation formula is similar to the usual allowance. But this takes into account the correction factor. For example, the northern pension for men is accrued only if the full length of service has been worked out, which for them is at least 25 years. But on the territory of the Far North and territories equated to it - at least 15 years.
The procedure for applying for a northern pension
In the presence of the necessary conditions (length of service, residence, etc.), all supporting documents are collected. Then transferred to the Pension Fund. If he is absent in the region, then to the municipality. Documents can also be submitted to the MFC if an agreement is concluded between him and the state body (FIU).
During a visit to the Pension Fund, a statement is written. All documents are attached to it. An application can be written directly by the person applying for a northern pension, or by a representative or employer. The basis for the transfer of documents to the FIU is the written consent of the plaintiff.
After receiving the application by public servants, a person is issued a receipt, which indicates the entire list of available papers. Documents are considered within ten days. After that, the applicant receives a written notice (or via SMS).
If there are errors in the documents, the message is sent 5 days after filing. In this case, all inaccuracies are eliminated first, and the necessary papers are reported in a package. Then the feed procedure is repeated again.
When does the issuance of a pension begin?
After the package is approved by the Pension Fund, the northern pension will be calculated on a monthly basis, from the first day. But only after 30 days after applying for an additional allowance. For example, what was the northern pension in 2015? It was equal to 5800 Russian rubles.
What documents are required for applying for a northern pension?
First, the Pension Fund confirms the necessary documents:
- application in a special form;
- employment history;
- other papers that confirm the length of service (contract, etc.);
- reference from the place of registration;
- documents on the location of the organization in which the applicant worked.
A number of additional papers may be required: a certificate of dependent and disabled wards. As well as documents if a change of name or residence registration has changed.
Features of the calculation of the northern pension
When calculating the experience in 2001, one and a half years of work under normal conditions were equated to 1 year of work in the Far North. Since 2002, the term has changed by 9 months. The calculation of the northern pension took place according to the coefficients on the list that was compiled in 1967. Over the years, the register has changed a lot.
Amendments were made in 1983 and 2008. In the list of cities and regions, additional ones appeared. In 2012, the list of territories of the Far North and its territories was again revised. All these changes are also taken into account when calculating the northern pension.
There is a list of periods that are subject to insurance payments, but the difficult conditions in the Far North do not include:
- children's vacations up to 1.5 years (with the exception of a decree until 1992);
- part-time work;
- caring for a child up to three years;
- study leave;
- advanced training period;
- unpaid leave;
- extra weekend;
- donor days (during blood donation);
- officially registered period of unemployment;
- dismissal by reduction.
But there are exceptions. Calendar days of maternity leave for women are credited to the experience. This rule also applies when a person worked part-time, but at two jobs at the same time. For shift workers, the experience includes not only the period of work, but also the vacation between it. Therefore, they should also be charged a northern pension.
Military personnel may receive both service and labor payments. Moreover, pensioners are entitled to an additional allowance for service after twenty years. Plus three percent of the allowance, which is accrued annually for experience over 20 years.
Changes in legislation of 2016 on northern pensions
By law, citizens living in the northern regions are entitled to an increased pension. The amount of benefits is determined by the region of residence, which has its own coefficient. According to the latest amendments to the law, the right to “northern” is not only for pensioners, but also for citizens who are officially registered in the territories of the Far North or equivalent regions and cities.
The same applies to people registered for temporary residence. As well as citizens permanently residing in the Far North and territories equated to it. Moreover, even in cases where they do not have official registration of residence. The Pension Fund considers all applications that contain information about the applicant’s residence.
A fixed northern pension is required to be confirmed annually. To do this, the payee must contact the Pension Fund or the Multifunctional Center at the place of residence. An application is completed before the end of the benefit period.
That is, if a citizen applied to the FIU in August 2016, then it is necessary to confirm the fact of residence before the end of July of the next year (before 12 months from the moment of the first payment expire). Otherwise, the amount of pension payments is considered to be reduced. And a person loses an additional “northern” allowance.
To the above, there is a small remark. Confirmation of actual residence is necessary only from pensioners who receive benefits from credit organizations. But if payments are made through mail or by an organization authorized to do so, then re-establishing the location is not required.
