Kresty-2 in Kolpino is a project of the Specialized Design and Survey Institute (SPII), created back in 2007 by order of the Federal Penitentiary Service (FSIN) in St. Petersburg and the Leningrad Region. Already in October 2016, the Federal Penitentiary Service began to suspect the contractor of obtaining super-profits of 1.1 billion rubles. In December of the same year, GSK announced that the Petroinvest company had gone bankrupt - the one that was supposed to fulfill 50% of all work under the contract. And from this subcontractor, which did not recognize such a claim, a counterclaim was filed against the general contractor of GSK in early 2017. The company also accused the General Construction Corporation of bankruptcy.

Petroinvest claimed that GSK was supposed to pay him 32 million rubles for the work, but the funds were never transferred. The general contractor objected, saying that since the fall of 2015, he had ceased to accept Petroinvest’s work and sign executive documents.
