Crosses 2: what they will be
The Kresty-2 pre-trial detention center in Kolpino, whose photo you will see throughout the article, will be the largest in Europe. Designed for 4 thousand prisoners, it will be a multifunctional complex, where, in addition to the 8-story isolation ward, there will also be its own clinic and hospital, its own bakery, fire department, bath and laundry complex, a warehouse complex, sports facilities, a church, and workshops for people under investigation and a hotel complex for their visitors. And for the employees of the pre-trial detention center, two residential buildings will be equipped.
The regime building-crosses will be erected in 8 floors high. They will be equipped with a number of technical innovations, such as:
- Special elevators for transportation of persons under investigation.
- Moving travolators (like those common at airports) between buildings.
- The towers with guards will be replaced by an electronic system.
- Vandal-proof furniture and windows.
- For the first time in Russia, a toilet room for such structures will be fenced with walls.
Kresty-2 in Kolpino is a pre-trial detention center that will meet a set of international standards. First of all, there will not be the crampedness so characteristic of Russian prisons. Before the St. Petersburg authorities put forward a project of the so-called art Crosses. This is a modern creative cluster with offices, workshops, trade and exhibition areas, design showrooms, clubs, restaurants, bars, art hotels, halls for master classes, and spaces for entertainment. However, the development of such a promising concept was suspended by the city administration until the transfer of premises from the federal to the municipal.

The project of the new "Crosses"

Project Executors
Kresty-2 in Kolpino is a project of the Specialized Design and Survey Institute (SPII), created back in 2007 by order of the Federal Penitentiary Service (FSIN) in St. Petersburg and the Leningrad Region. This organization has been specializing in projects of departmental institutions for more than 70 years. She developed both the external architectural appearance and the internal layout of the entire range of rooms.
In the same 2007, a competition was opened for the construction of the largest Russian isolator with 4000 beds - the Kresty-2 prison in Kolpino. Of the 7 participants, PJSC "General Construction Corporation" was selected as the winner.
On July 14, 2007, the state contract No. 130 was signed with this company for a total amount of 11,907 million rubles, excluding the costs of drafting working documents, architectural supervision, and a complex of engineering networks. The project was supposed to be completed by December 1, 2015.
Colonel S. Moiseenko, deputy chief for capital construction of the FSIN unit in St. Petersburg and the Leningrad Region, was appointed curator of construction. Lieutenant Colonel N. Chernov was chosen as his assistant.
Commissioning Facts
According to the initial plans, the remand prisoners to the new building should have taken place in 2013. However, the first facilities of the isolator were accepted by the FSIN only in the fall of 2014. In February 2015, a new statement was given: the facility is 85% ready, it will be commissioned in the autumn of that year. But in December 2015, despite the signing of an additional agreement of 1.3 billion rubles, the opening date was again postponed.
Court yes matter
Already in October 2016, the Federal Penitentiary Service began to suspect the contractor of obtaining super-profits of 1.1 billion rubles. In December of the same year, GSK announced that the Petroinvest company had gone bankrupt - the one that was supposed to fulfill 50% of all work under the contract. And from this subcontractor, which did not recognize such a claim, a counterclaim was filed against the general contractor of GSK in early 2017. The company also accused the General Construction Corporation of bankruptcy.
Petroinvest claimed that GSK was supposed to pay him 32 million rubles for the work, but the funds were never transferred. The general contractor objected, saying that since the fall of 2015, he had ceased to accept Petroinvest’s work and sign executive documents.
Construction and crime
Ironically, the murders and arrests of Kresta-2 were accompanied in Kolpino throughout the construction.
In March 2017, the deputy curator of the construction site, Nikolay Chernov, died of a number of bullet wounds. It is worth saying that a few days before this an attempt was already made on him. The curator was none other than the curator Sergei Moiseyenko himself. The reason for the contract killing was that his assistant repeatedly recorded corruption and financial violations at a construction site, so the senior colleague decided to get rid of him in such a "popular" way.
In August 2017, the investigation had new information: Moiseenko suggested that the director general of Petroinvest R. Hamkhokov sign an acceptance certificate for work that was not completed. According to investigators, the curator received 350 million rubles from the company. Khamkhokov was also detained.
The CEO of GSK V. Kudrin did not distinguish himself. In March 2017, he was charged with embezzlement of 56.6 million rubles. Today, the former CEO is under house arrest.
Another strange fact was clarified: the unknown, posing as contractors for the construction of the road to the isolation ward, submitted acts of allegedly done work, for which they somehow received 12 million rubles from the budget.
"Crosses-2" in Kolpino: when is the opening?
To date, the state of the grand isolator is not the best:
- One of the buildings has already survived two flooding due to defrosting of the heating system.
- Lost locks and camera keys. The subcontractor StroyTechInvest did not transfer them to the customer, although it received 12 million rubles for the work.
For the summer of 2017, the readiness of the facility was estimated at 90%. Then the head of the FSIN G. Kornienko announced an official statement that the pre-trial detention center would be put into operation before the end of 2017.
