Issues related to the relocation of foreigners to Russia are of interest to many. The first thing that everyone should know is how to get a quota for RVP. Without this document, it will not be possible to legally reside in the country. That is why the issue remains relevant to this day. What exactly can a foreign citizen face? Where and how should he apply for RVP in Russia? All this will be described later. With proper preparation, paperwork will not cause trouble.
RVP - the road to a new life
More and more often, foreign citizens are thinking about moving to Russia. People come here both for work and for permanent residence. From different regions of the world, a huge number of new residents annually arrive in the Russian Federation. And it is important for all of them to know how to get a quota for RVP.
This document is a temporary residence permit in the country. To legally stay in Russia, each foreigner must undergo several procedures. And the design of the RVP is one of them.
The paper under study allows you to obtain a residence permit in the future. It gives the right to receive state and municipal services to foreign residents of Russia.
Presentation form
A quota on RVP is offered to all foreigners until they reach the limit of migrants in a particular country. Therefore, everyone has a chance to receive a document. What does he look like?
A temporary residence permit is a kind of stamp on a foreigner's passport allowing you to live in Russia. If the person is stateless, a separate small document is issued in the form of an identity card. He will replace the stamp.
Validity
A temporary residence permit (RVP) has a validity period. To date, the document provides the right to stay in the country for 36 months. During this time, a person is obliged to solve all his questions. Otherwise, he will have to leave the country.
A distinctive feature of the permit is that it does not provide for renewal. This means that after RVP, a citizen either leaves Russia, or submits documents for a residence permit, or draws up citizenship. No other alternatives are provided by law.
What gives

The thing is that RVP offers:
- the legal residence of a foreigner in the country for 3 years;
- the possibility of official employment without additional paperwork;
- work without a patent;
- receiving free assistance from the state in the field of medicine;
- the possibility of registration TIN if desired;
- the right to register an IP or LLC;
- obtaining a multiple visa to Russia.
In fact, a foreigner is equated to a citizen of the Russian Federation. But unlike the majority of the population, visitors are not required to serve in the Russian army.
About restrictions
Despite such vast opportunities, the quota for RWP for citizens of Ukraine and other countries has some limitations. What is it about?
The thing is that a temporary residence permit:
- It can be recalled if a foreigner has left the Russian Federation and has not visited the country for more than a year. Only continuous absence on the territory of Russia is taken into account.
- It is allowed to work only within the boundaries of the locality that issued the RVP.
- If the document is canceled or revoked, you can restore it. But for this, at least a year must pass.
- It is forbidden to visit some cities in Russia with RVP. These include only gated territories with special conditions for visiting by foreigners. Otherwise, a foreign citizen can freely move around the country.
- Voting rights in RWP are not granted. Some positions (mostly managerial) will be prohibited from holding the status of temporary resident in Russia.
- In practice, a residence permit is issued one year after the RVP.

About quotas
Each year in every city in Russia a certain number of temporary residence permits is issued. Reception of documents and their consideration ends when all the limits are exhausted.
In 2017, it is planned to allocate 110,880 permits throughout the country. In 2016, 125,900 quotas were proposed. The largest number of permits is granted to large cities like Moscow, Kaliningrad and Samara. As a rule, the more people live in a particular territory, the lower the quota for foreigners.
For example, in 2017 it became hardest to get to Moscow. Only 2,000 permissions have been allocated here. In St. Petersburg, the number of these reaches 1,500. - FMS of certain regions.
- Migration departments of the Ministry of Internal Affairs.
A separate application for RWP is not submitted. It is enough to collect some documents (they will be described later), and then take them to the selected authority. A temporary residence permit will be issued if everything is done correctly, and also subject to the availability of quotas in the region.
Order of registration
But how to get a quota for RVP? How is the whole procedure that foreign citizens face?
To bring the task to life, it is necessary:
- Collect a specific list of documents.
- Submit a package of papers to the FMS of a specific region for consideration of the case.
- Register RVP and go through fingerprinting.
- Register at the place of residence of the person.
- If necessary, apply for a multiple entry visa for a foreigner.
Nothing special or clear. In addition, a citizen will have to annually inform the migration service of the Russian Federation about his place of residence.
Collection of documents
The most problematic aspect of the whole procedure is the collection of necessary papers for obtaining a residence permit in Russia. The absence of at least one document will result in a person being refused. Therefore, you have to prepare in advance.
The quota documents for RWP are submitted as follows:
- statement of established form;
- Photos - 2 pieces, size 3.3 x 4.5;
- national passport;
- international passport;
- Residence permit (if any);
- certificates indicating the absence of a criminal record (for visitors in a visa procedure);
- medical report on the absence of infectious diseases;
- the conclusion of the narcologist;
- any proof of knowledge of the Russian language;
- marriage certificate (with translation);
- migration card;
- receipt of payment of the state fee for issuing a permit (1,600 rubles).
All listed papers are provided in full to the migration centers of the settlement. It remains only to wait for the results of the decision of the migration service of the Russian Federation.
RVP for children

- Consent to live in the country (for children from 14 years old);
