The Sanitary and Epidemiological Service (SES) performs regular inspections of any type of premises, establishing the presence of rodents, insects and non-compliance with hygiene conditions. SES permit
The legislation of the Russian Federation establishes a mandatory check of the sanitary-epidemiological service for certain types of activities. These are mainly catering establishments, medical organizations, hairdressers, manufacturing, pharmacies, swimming pools, etc. Permission of SES gives the chance to conduct legal business and to avoid unforeseen problems.
Obtaining this permission is carried out in accordance with the Federal Law of the Russian Federation "On Sanitary and Epidemiological Well-Being of Citizens". As soon as the conclusion of the SES is on hand, you need to provide a package of documents to Rospotrebnadzor:

Sanitary check
The Sanitary and Epidemiological Service has the right to conduct an extraordinary inspection of the enterprise. To inspect the facility, an employee of the SES is enough to provide a certificate. Unscheduled inspections in recent times are not uncommon, therefore, it is important to maintain hygiene at the enterprise and comply with SES standards.
The possibilities of a sanitary doctor are quite wide:
- Drawing up an act on the suitability of the constructed facility for conducting this or that activity.
- Establishing the need for expert examination of goods of a certain group
- Registration of consent for the permission of SES.
- Passage to any room for verification.
- Monitoring compliance with hygiene requirements by employees of the enterprise.
The chief medical officer has the right to prohibit the conduct of activities up to the resolution of all disputed issues. If no serious violations are found during the inspection, the SES employee draws up an act on the lack of non-compliance with sanitary requirements. Otherwise, a document is drawn up prohibiting further production.
Amendments to the Law "On the implementation of state control"
According to Rospotrebnadzor for 2013, the number of unscheduled inspections has decreased markedly. This is due to the fact that the Law "On the Protection of the Rights of Legal Entities and Individual Entrepreneurs" approved the procedure for conducting SES inspections: 24 hours before the control inspection, the owner of the enterprise must be notified of the forthcoming visit of the sanitary doctor. But entrepreneurs use various tricks to prove that no notice was received, which means that the check is unauthorized. Based on this, Rospotrebnadzor introduced new amendments to the Draft Law "On Implementation of State Control", where it noted the need for unscheduled inspections without notifying the subject of inspection.
The planned entry into force of the Bill is October 2014.
