On a medium grater, grate the carrots, add to the pan to the onions and mushrooms and continue to fry until the carrots are ready, that is, soft.
Cut herring fillet (200-300 g) into thin strips.
Mash the finished potatoes in a thick puree without adding water and mix with the rest of the ingredients so that the filling is uniform. Stuff the pancakes and roll them in the form of bags - put the filling in the middle of the pancake, and collect the edges up, securing with a feather of green onion or a ring of onion.
