This is possible due to the fact that he grabbed the chain in both hands, after which he accelerated and rushed to the enemy. At the same moment, he transferred himself to another dimension, and the chain remained on the enemy and fettered him. However, this did not work with Minato.

Toby's partner was Deidara. This is the youngest member of Akatsuki, who was previously a partner of Sasori, until he died. Their relationship is shown in Naruto. Deidara and Toby were partners until the first blew himself up in a battle against Uchiha Sasuke.
Before these events, Toby kept getting a colleague by any means. He called his partner senpai, that is, the elder.
